A SUMMARY OF SENATE BILL 817 (H-1) AS REPORTED FROM COMMITTEE
The bill would amend the Michigan Vehicle Code (MCL 257.307 et al.) to create the "Organ and Tissue Donation Education Fund"; and require the secretary of state to provide an opportunity for an individual to make a donation of at least $1 to the fund in conjunction with the issuance of a driver license. Money in the new fund would used to encourage Michigan residents to place their names on the organ donor registry.
The bill would create the fund within the state treasury. The state treasurer could receive money or other assets from any source for deposit into the fund, and would direct the fund's investments; interest and earnings from fund investments would be credited to the fund. Money in the fund at the close of the fiscal year would remain in the fund, rather than lapse to the General Fund. The treasurer would disburse money monthly to the chronic disease division of the Department of Community Health, to be used for programs encouraging residents to place their names on the organ donor registry.
Not more than eight percent of money received by the state for deposit into the fund could be used by the DCH and the secretary of state, collectively, for administrative purposes.
FISCAL IMPACT:
The fiscal impact to the state is indeterminate. The Department of Community Health would incur costs for implementation and administration of the grant program, and the Department of State would incur costs for implementation and administration of the new donation program. The number of individuals who would donate to the Fund and the amount of money each would donate are indeterminate. Consequently, the amount of money that would be available to be used by the Department of Community Health and the Secretary of State to offset administrative expenses is indeterminate as well.
