"Dear Lord, help us today to remember the cause and the reasons why we are here. Help us to remember that what has occurred in the past few weeks has shown us just how flexible we need to be and, as a person, how insignificant we can be in the entire scheme of things if we don't hold to principles and ideals. Help us to understand and appreciate as we are seeing great people pass on, people who have been greatly honored by our nation in the past few days. As we come to understand the frailties of our time here on earth, may we work toward and strive for that time to be recognized as Your time, far beyond our small and meager time here on earth. Give us the power to do what is right and for that, we thank You. Amen."

Motions and Resolutions

 

 

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 279.

A resolution of tribute offered as a memorial for Russell R. "Rusty" Hellman, former member of the House of Representatives.

Whereas, It is with great appreciation for his lifetime of service to his home community, his beloved Upper Peninsula, and our entire state that we honor the memory of Russell R. "Rusty" Hellman. A member of the Michigan House of Representatives for 20 years, Mr. Hellman exerted a major impact on many of Michigan's institutions through his hard work and dedication; and

Whereas, Born in Dollar Bay in Houghton County, Rusty Hellman was a man who devoted himself to hard work and community service from an early age. He bought a gas station and began his work in the business world when he was only a senior in high school. At age 21, he was elected as Osceola Township Supervisor, where he led the development of the community's water system. This spirit of responsibility remained his hallmark. In 1960, he was elected to the first of his 10 consecutive terms as State Representative; and

Whereas, As a lawmaker, Rusty Hellman was a tireless and passionate advocate for the Upper Peninsula. He incorporated his business experience into his responsibilities as a member of the House Appropriations Committee, where he chaired the Joint Capital Outlay Subcommittee. His leadership contributed a great deal to Michigan Technological University, Gogebic Community College, and universities and colleges throughout the entire state. Rusty Hellman's strong voice was also important in the establishment of the Great Lakes Coho Salmon program and the development of programs in forestry that managed these important resources wisely. Michigan continues to benefit from his unique contributions; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Russell R. "Rusty" Hellman, a member of this legislative body from 1961 to 1980; and be it further

Resolved, That copies of this resolution be transmitted to the Hellman family as evidence of our sincere condolences.

A resolution to urge the Department of Environmental Quality, the Department of Natural Resources, the Office of the Great Lakes, the Governor, and the Great Lakes Commission to work closely with the newly created Great Lakes Interagency Task Force.

Whereas, Citing the Great Lakes as a national treasure, an economic engine, and a recreational haven, the President has created the Great Lakes Interagency Task Force to build on the progress that has been made in protecting and restoring this unique resource. The task force, which is to be chaired by the Environmental Protection Agency Administrator, will address environmental challenges facing the Great Lakes and coordinate efforts of local, state, and tribal officials and citizen groups engaged in this work; and

Whereas, With 90 percent of the surface freshwater of the United States and a fifth of the world's accessible freshwater, the Great Lakes clearly ought to be of the utmost concern to our nation. With 30 million Americans and Canadians relying on the lakes for drinking water and even more people impacted by the economic role the lakes play, the quality of the Great Lakes is a critical national issue. Threats from pollution and invasive species cannot be ignored or obscured by the many layers of governments that have direct responsibilities. Fittingly, the Great Lakes Interagency Task Force will also work closely with Canadian officials to determine its priorities and make recommendations; and

Whereas, Efforts to better coordinate the work of protecting the Great Lakes represent a wise investment, as does the Great Lakes Legacy Act. It is essential that Michigan officials work closely with the task force to maximize its impact on improving our greatest natural resource; now, therefore, be it

Resolved by the House of Representatives, That we urge the Department of Environmental Quality, the Department of Natural Resources, the Office of the Great Lakes, the Governor, and the Great Lakes Commission to work closely with the newly created Great Lakes Interagency Task Force; and be it further

Resolved, That copies of this resolution be transmitted to the Department of Environmental Quality, the Department of Natural Resources, the Office of the Great Lakes, the Office of the Governor, and the Great Lakes Commission.
