I pray that as we deliberate today on the issues before us that we would do so in a positive way that reflects Your will, Your truth, and Your justice. We pray, Lord, for the wisdom to know what is right, the courage to do what is right, and may we do so in humility, recognizing that we can learn from each other through discussion and debate. We pray, Lord, that we would be continually faithful to the words of Your prophet Micah as we decide the affairs of the state of Michigan. House Resolution No. 70.

A resolution to memorialize the Congress of the United States to amend the Internal Revenue Code to make all games of chance conducted by 501(c) organizations tax exempt.

Whereas, Charitable, philanthropic, and mutually beneficial organizations operating as tax exempt entities under section 501 of the Internal Revenue Code contribute to our society in many ways. These groups enrich community life, encourage high standards of citizenship, and meet needs beyond governmental responsibility. State and federal tax policies help to foster this component of our national character; and

Whereas, The Internal Revenue Code provides tax exemptions for groups commonly referred to as "501(c) organizations" for a variety of activities, including proceeds from bingo games that meet set standards. This fund-raising tool is a revenue lifeblood for many groups. However, other types of games of chance are not tax exempt. This inconsistency is harmful. Since many of these types of organizations do not realize that some games of chance are not exempt, the organizations may be unknowingly breaking the law. Considerable confusion can surround the reporting requirements even for groups that understand the law and are trying to comply; and

Whereas, Most importantly, groups committed to service within our society use games of chance as a major source of financial support to enable them to carry out worthwhile projects. This service should be encouraged as much as possible and not restricted by nuances of the Internal Revenue Code. The more clarity brought to the often baffling provisions regarding tax exempt groups, the better for society; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to amend the Internal Revenue Code to make all games of chance conducted by 501(c) organizations tax exempt. We urge that this exemption be made retroactive; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 71.

A resolution to express our condolences to the families who lost loved ones in the May 12, 2003 attacks in Saudi Arabia.

Whereas, On Monday night, May 12, 2003, four apparently coordinated terrorist attacks struck Western targets in Saudi Arabia. The terrorists used vehicles packed with explosives in attacks on three housing compounds where Americans and other Westerners live; and

Whereas, The people of Michigan and members of the Michigan House of Representatives stand with our fellow citizens across the United States of America in expressing our outrage at the barbaric attacks in Saudi Arabia, we extend our sympathies to the families and friends of those who died in these attacks; and

Whereas, The 9/11/01 attacks here in the United States are still not forgotten by the people of Michigan. The vivid images of individuals being carried from the rubble of the fallen buildings strengthens our resolve to track down the killers whose twisted views of the world led them to believe that the death of innocent men, women, and children could advance their cause. Those who committed such heinous acts must be brought to justice; and

Whereas, Just as the people of Saudi Arabia are doing, we in Michigan now too hug our children just a little more tightly as we put them to bed at night. We hope the outpouring of grief and support that Michiganians have extended to the families who lost loved ones in these Saudi Arabia attacks will in some small measure comfort them during this tragedy. Let them know of our prayers and support; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body send our condolences to the families who lost loved ones in the May 12, 2003 attacks in Saudi Arabia. May they know of our deepest sympathy and support in bringing the individuals involved in these cowardly attacks to justice; and be it further

Resolved, That a copy of this resolution be transmitted to the President of the United States, the United States Secretary of State and the United States Ambassador to Saudi Arabia.

Messages from the Senate

Senate Concurrent Resolution No. 21.

A concurrent resolution to memorialize Congress to include funding for the American Red Cross Armed Forces Emergency Services in the National Defense Authorization Act and the Department of Defense Appropriations Act for fiscal year 2004.

Whereas, For over a century, the American Red Cross has served as a link between the people of the United States and their Armed Forces; and

Whereas, Under its Congressional Charter of 1905, the American Red Cross is entrusted to deliver emergency messages to members of the Armed Forces and their families; and

Whereas, Military commanders around the world rely on the Red Cross Armed Forces Emergency Services (AFES) to verify the need to approve leave for military personnel, and to provide financial support to enable them to return home when necessary; and

Whereas, In order to meet the Department of Defense requirements for emergency leave verification, Red Cross AFES is on call every hour of every day and night for 13 million service members and their families; and

Whereas, The Red Cross AFES program maintains a global emergency communications network supported by 392 employees and 28,000 volunteers located in 961 chapters across the nation, on 108 military installations around the world, and at two AFES Centers located at Fort Sill, Oklahoma, and Falls Church, Virginia; and

Whereas, Michigan's 26 Red Cross chapters and its work on three installations provided emergency communications assistance to 6,238 military personnel and their families in Fiscal Year 2002. Since last July, the American Red Cross in Michigan has seen a 43% increase in the number of military cases served over last year; and

Whereas, Operation Enduring Freedom, the war on terrorism, and the Iraq conflict have placed increased demands on this vital program. The Red Cross and Congress can no longer rely on charitable contributions from the American public to support this required service, especially during the current economic downturn; now, therefore, be it

Resolved by the Senate (the House of Representative concurring), That we memorialize Congress to include funding for the American Red Cross Armed Forces Emergency Services in the National Defense Authorization Act and the Department of Defense Appropriations Act for fiscal year 2004 to help fund costs associated with AFES emergency communications and staff mobilization and deployment. We also support the inclusion of AFES funding in the Department of Defense budget request starting in fiscal year 2005; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The Senate has adopted the concurrent resolution.
