"Our Father in heaven, on this day we come to You pressed for Your grace upon us as we deliberate and make decisions for the people of the state of Michigan. You've said in Your word that the fear of the Lord is the beginning of wisdom, so we pray today that You will teach us how to fear You. Today, especially Lord, I would pray for racial harmony in our community, in our state and here in Lansing. We realize that racial and ethnic enmity and strife came as a result of the fall. We truly do not even know what ethnicity Adam was, except that he was Your creation and it is from his seed that all humanity proceeded. I pray that there would be such a move of Your spirit in this state, that our oneness in Jesus Christ would positively influence relations between races. I desire, Lord, that this first begin in the body of Christ, and also as an example here in this house, and that it would spread throughout every community in this state. May it affect every ethnic group in our state and in our nation and cross every racial barrier. And, finally Lord, I pray that when we look at those from another culture, we will not see them as people of another color but that we will see them through the eyes of love as You see them--as fellow brothers and sisters created in Your image. Amen."

House Resolution No. 52.
A resolution to urge the Department of Natural Resources to increase its efforts to identify and designate natural areas under Part 351 of the Natural Resources and Environmental Protection Act, 1994 PA 451.
Whereas, State government should be a leader in land stewardship and the protection of representative native, rare, and scenic habitats on state-owned land; and
Whereas, Many formally unprotected sites on state-owned land contain ecologically important, rare, or scenic habitats or are locales with special geologic, educational, or aesthetically valuable features. Many of these lands contain essential or imperiled plant and animal populations. These sites are irreplaceable components of Michigan's natural history; and
Whereas, Other states in the region are far ahead of Michigan in programs to safeguard significant natural areas; and
Whereas, In 1972, the Michigan Legislature enacted the Wilderness and Natural Areas Act. This legislation, which is now Part 351 of the Natural Resources and Environmental Protection Act, 1994 PA 451, sets forth a process for the Department of Natural Resources to identify and administer "wilderness areas, wild areas, and natural areas." The statute includes provisions that require the department to "enlist the voluntary cooperation and support of interested citizens and conservation groups"; and
Whereas, This legislation led to the dedication of 20 natural areas in its first 16 years. However, no natural area on state-owned land has been dedicated pursuant to the act since 1988; and
Whereas, A strategic plan for natural areas that included the stated mission "to identify, establish, maintain and administer a system of high quality, representative, and ecologically viable natural areas in Michigan" was adopted by the DNR in 2000; and
Whereas, At this time, 19 previously prepared nomination packages await a review and possible dedication; now, therefore, be it
Resolved by the House of Representatives, That we urge the Department of Natural Resources to review and process the backlog of nominated areas under the provisions of Part 351 of 1994 PA 451, the Natural Resources and Environmental Protection Act, and to seek appropriate public comment. We also call upon the Department of Natural Resources to seek nominations and solicit public comment on other areas on state-owned land that have especially important natural values, pursuant to the act; and be it further
Resolved, That copies of this resolution be transmitted to the Department of Natural Resources.

House Resolution No. 53.
A resolution encouraging employers to protect reservists and National Guardsmen who are called to active duty from financial hardship by making up the difference between the reservists' military and civilian pay.
Whereas, American freedom has often hinged on what happens on foreign shores. Our forefathers knew that keeping a Republic meant, above all else, keeping it safe from foreign aggressors. A free people, they knew, could not live and work freely except in the peace that comes from independence; and
Whereas, From the earliest days of the American colonies to the present, our people have faced threats from predators. The defense of our freedom required risk and sacrifice, both of which have often been borne by citizen-soldiers who volunteered to leave the security of their homes to defend the freedom of others. Today, thousands of men and women have continued the citizen-soldier tradition. They serve in the Army Reserve, Naval Reserve, Air Force Reserve, Marine Corps Reserve, Coast Guard Reserve, Michigan Army National Guard, and Air National Guard; and
Whereas, These brave men and women have been called upon to ensure that peaceable and free nations remain safe as our nation copes with the reality we have faced since September 11, 2001. The war on terror has called upon our citizen-soldiers in new ways for homeland protection over our cities, at our airports, and at other critical installations. They have also joined their compatriots in campaigns to liberate Afghanistan and Iraq; and
Whereas, In answering this call to service, citizen-soldiers are making innumerable sacrifices to help keep our nation safe. They have left the comfort and security of their families to ensure that our nation is protected from attack by hostile regimes, terrorists and others who threaten our peace and safety. They may also face financial hardships as a result of their service. Citizen-soldiers who are called to service are often paid significantly less than they would have earned during regular, full-time civilian employment. The financial sacrifice of these brave men and women not only affects them, but also their spouses, children, and families; and
Whereas, Many Michigan employers are making up the difference between their employees' pay earned while defending our country and their pay earned in civilian life. We applaud those employers who have chosen to help Michigan citizen-soldiers and their families, and we commend employers' sacrifices to financially protect those who protect our nation. Such expenditure is an appropriate and commendable patriotic exercise that shall forever be encouraged; now, therefore, be it

House Concurrent Resolution No. 14.
A concurrent resolution to memorialize the Congress of the United States to include funding for capital costs for the Mackinac Bridge in legislation reauthorizing transportation spending through the Transportation Equity Act.
Whereas, The legislation that provides the formula for the expenditure of federal funds for transportation purposes expires at the end of this fiscal year. This legislation sets priorities for the country. It represents the country's commitment to investments that are of vital importance to virtually all segments of our society; and
Whereas, The Mackinac Bridge is clearly one of the nation's most valuable transportation resources. It is a major component of our infrastructure, with benefits that extend far beyond our state. An engineering marvel spanning one of North America's critically important freshwater transportation routes, the Mackinac Bridge is a treasure not only to the proud people of Michigan, but to the entire country; and
Whereas, The Mackinac Bridge faces several costly projects in the near future. Redecking and repainting will require a financial commitment that will be beyond the level that can be supported by the current financial structure, including the current toll rates. Absorbing these costs may also threaten other components of Michigan's transportation system; and
Whereas, As policymakers identify projects that will be funded through the reauthorization of TEA-21, it is most appropriate that attention be focused on costs facing one of our most important transportation resources--the Mackinac Bridge. This treasure is clearly a worthy investment, one that serves as a vital link and as a symbol of our national strength; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That we memorialize the Congress of the United States to include funding for capital costs for the Mackinac Bridge in legislation reauthorizing transportation spending through the Transportation Equity Act; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
The concurrent resolution was referred to the Committee on Transportation.

A bill to amend 1959 PA 243, entitled "An act to define, license and regulate trailer coach parks; to prescribe the powers and duties of the state health commissioner and other state and local officers; to provide for the levy and collection of specific taxes on occupied trailers in trailer coach parks and the disposition of the revenues therefrom; to provide remedies and penalties for the violation of this act; and to repeal certain acts and parts of acts," by amending the title and section 41 (MCL 125.1041).
