Protest
Senator Scott, under her constitutional right of protest (Art. 4, Sec. 18), protested against the passage of House Bill No. 5442 and moved that the statement she made during the discussion of the amendments be printed as her reasons for voting "no."
The motion prevailed.
Senator Scott's statement is as follows:
This amendment would retain the previously agreed upon definition of hindering prosecution of terrorism that this body passed just four weeks ago. While House Bill 5442 does enhance penalties for assaults on judges, probation officers, and other officials, what was not discussed in the Judiciary Committee was the fact that this bill amends part of the newly created anti-terrorism act by altering the definition of hindering prosecution of terrorism.
Hindering prosecution of terrorism currently is defined as a situation where a person knowingly renders criminal assistance to a person who has committed an act of terrorism. This bill unnecessarily widens the scope of this definition by removing language that narrows the focus of this crime to individuals who assist another person who has committed an act of terrorism.
My amendment would reinstate the language that was previously agreed upon by both parties after months of meetings and discussions concerning the anti-terrorism package of bills. I urge my colleagues to support this amendment.

House Bill No. 5443, entitled

Statements
Senator Garcia stated that had he been present when the votes were taken on the passage of the following bills, he would have voted "yea":
Senate Bill No. 1204
House Bill No. 5102
House Bill No. 5298
House Bill No. 5440
Senators Koivisto, Gougeon, McCotter and Sanborn asked and were granted unanimous consent to make statements and moved that the statements be printed in the Journal.
The motion prevailed.
Senator Koivisto's statement is as follows:
I just want to compliment the body and thank the body for passing Senate Bill No. 1204, which deals with CCI, the parent company of my mining operations in the Upper Peninsula. That was a very significant bill economically to my area. That, coupled with Senate Bill No. 516 that we previously had passed, had a major, major impact in the industry. There's been some positive announcements that have taken place as of late, and all of what we're doing contributes to that. I just want to thank you all, both sides of the aisle--Senator Emmons, committee chair, Senator Gougeon, and all the members of the steel mining caucus. We have impacted positively about as much as we can as a state to enhance the mining operations. This is one of those times when we can say that it's working. We are going to have some good-paying jobs for a long time into the future. There are still some hurdles facing that industry, but believe me, we've made a lot of progress. I thank you on behalf of the people I represent for your efforts.
Senator Gougeon's statement is as follows:
I also want to echo the statement made by Senator Koivisto on the passage of Senate Bill No. 1204. I think from a bipartisan perspective, we've come a long way in looking at what we can do on the issue of mining and steel operations here in the state of Michigan. A lot of effort and a lot of time were put into trying to study the issue to see what we could do here in Lansing to impact jobs both in the Upper Peninsula in the mining area as well as in the steel industry in southeast Michigan.
I'm happy to say that with the action in passing Senate Bill No. 1204 today, we'll be putting people to work both in the empire and tilling the mines in the Upper Peninsula. This body will travel up there on the 18th of June and will take a tour of those areas. We encourage those who are interested in jobs, in particular mining jobs and the preservation of those jobs, you're certainly welcome to join us at that time.
For now, Mr. President, let me say that I'm deeply pleased with the actions of the body today. In echoing the sentiments of Senator Koivisto, I'm hoping that this bill will get immediate passage in the House as well.
Senator McCotter's statement is as follows:
I would just like to take a moment to express my sympathies to the family of Justice Byron White. I think that the family suffered a tremendous loss, and I think the country as a whole has suffered from the loss of this great man. Justice White was known for his fairness, his integrity, and his determination. I hope that we will see his kind again in our lifetime.
Senator Sanborn's statement is as follows:
This week I lost a close relative, my aunt Lola Apostol, who passed; she succumbed to cancer. That means that she'll be buried this Friday, and that brings to mind that this is the season that Relays for Life start. Relays for Life call attention to the battle against cancer, and I would hope that if you have not participated in them that you would because it's a great opportunity for people to go out and raise money to combat this terrible disease of cancer. It's also, at the very least, an opportunity to go out and get some exercise and some family activity.
By unanimous consent the Senate returned to the order of
