John Henry Bommarito - Sentenced to 10 - 20 Years for the crime of Conspiracy to Violate the Drug Law. Commuted on May 18, 2000. The commutation was based upon the affirmative recommendation of the Michigan Parole Board.

John Carl Carmos - Sentenced to 20 - 30 Years for the crime of Conspiracy to Deliver 650 Grams of Cocaine. Commuted on May 18, 2000. The commutation was based upon the affirmative recommendation of the Michigan Parole Board.

Senate Resolution No. 4.

A resolution offered as a memorial for the life of James S. Gilmore, Jr.

Whereas, James S. Gilmore, Jr., has been one of Kalamazoo's long-time leading entrepreneurs, philanthropists, and political leaders. Although he lost his life in an automobile accident on December 31, 2000, the Gilmore name will always be associated with the city of Kalamazoo, a tribute to his leadership in government, business, and community organizations; and

Whereas, Jim Gilmore was born into a family which had already been pivotal in Kalamazoo, even before the Gilmore and Upjohn families were linked through marriage. The Gilmore Brothers department store in downtown Kalamazoo, which opened in 1881, was a cornerstone of downtown business activity. After Jim returned from military service, he became a retail clerk, eventually resigning as vice president and secretary in 1959 to launch Jim Gilmore Enterprises. This business venture included radio and television stations in the South and Midwest, auto dealerships, real estate, and farming operations, as well as professional sports enterprises like the Kalamazoo Wings hockey team and auto racing; and

Whereas, Mr. Gilmore was elected to the Kalamazoo City Commission in 1959 and became mayor at age 33. In 1966, Jim became chairman of the Kalamazoo County Republican Party and five times he chaired the campaigns of the late Congressman Garry Brown and ran for Congress himself in 1980; and

Whereas, Jim Gilmore's advice and involvement were sought throughout the Kalamazoo community. He was a board member or officer in several business ventures, including First of America Bank, Fabri-Kal, and William R. Biggs/Gilmore, a public relations firm. Jim's community activities included service to the Kalamazoo Foundation, United Fund, Kalamazoo College, Western Michigan University, the Red Cross, and other organizations too many to mention, serving individuals and families too numerous to count; now, therefore, be it

Resolved by the Senate, That we honor the memory of James S. Gilmore, Jr., whose life demonstrated the highest ideals of personal endeavor, civic leadership, and community involvement; and be it further

Resolved, That a copy of this resolution be transmitted to the surviving members of the Gilmore family as a token of our condolences.

Senator Young was named co-sponsor of the resolution.

 

 

Senators Shugars and Bennett offered the following resolution:

Senate Resolution No. 5.

A resolution commemorating the retirement of Charlene S. McCallum from the Michigan Senate.

Whereas, It is a rare privilege to extend the highest praise and tribute to Charlene S. McCallum upon the occasion of her retirement from state government. Her professionalism on behalf of the Michigan Legislature has contributed to the vitality of the institution and to the health, safety, and financial security of the people of the Great Lakes State; and

Whereas, Charlene's public service career has taken many forms. She has handled numerous tasks with the same characteristic efficiency we have come to expect through her duties as chief of staff to Senator Dale L. Shugars, the culmination of a career which includes service as administrative assistant to Senator Shugars when he was a member of the Michigan House of Representatives, legislative coordinator to former Senator Harmon Cropsey, and Judiciary Committee administrator for former Senator Alan Cropsey; and

Whereas, In her service to Michigan legislators, Charlene has shaped state law, solved constituent problems, and improved the efficiency of administrative processes. She will certainly be missed in the months and years to come. However, retirement from state government will allow Charlene to focus more on her real estate sales and leasing profession; now, therefore, be it

Resolved by the Senate, That we congratulate and thank Charlene S. McCallum on the occasion of her retirement from service to the Michigan Legislature. May her future be filled with health, happiness, and ample time to enjoy life with her husband, Andy, and her children and grandchildren; and be it further

Resolved, That a copy of this resolution be transmitted to Charlene S. McCallum as a token of our esteem.

House Concurrent Resolution No. 1.

A concurrent resolution rejecting the determinations of the State Officers Compensation Commission for 2001 and 2002.

Whereas, The State Officers Compensation Commission was created by 1968 PA 357 pursuant to Article IV, Section 12, of the Constitution of the State of Michigan of 1963; and

Whereas, The State Officers Compensation Commission is charged with the responsibility for determining the salaries and expense allowances of the Governor, Lieutenant Governor, the Justices of the Supreme Court, and the members of the Michigan Legislature. These determinations shall be filed before December 31 of each even-numbered year and shall be effective on January 1 of the year following their filing unless the legislature, by concurrent resolution adopted by a 2/3 vote of the members elected to and serving in each house, prior to February 1 of the year following the filing of the determinations, rejects either the entire determination or specific determinations for specific positions. In the event of rejection, the existing salaries and expense allowances shall prevail retroactive to January 1; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That the members of the Michigan Legislature, pursuant to the provisions of 1968 PA 357 and Article IV, Section 12 of the Michigan Constitution, hereby reject the determinations of the State Officers Compensation Commission for 2001 and 2002; and be it further
