A bill to amend 1933 PA 89, entitled "An act to prevent fraud, deception and imposition in the solicitation within the state of Michigan of the deposit of bonds, notes, debentures and other evidences of indebtedness under, and/or the consent of the holders or owners of such securities, to a protective committee agreement, and to prevent fraud, deception and imposition in the operations and activities of protective committees organized within the state of Michigan to act for and in behalf of the holders or owners of such securities, and for such purposes to create a commission to regulate and supervise the establishment and the operations of protective committees, depositaries under protective committee agreements, and solicitors for protective committee agreements; to authorize said commission to have supervision over defaulted bonds, notes, debentures, certificates of participation and similar evidences of indebtedness; to prescribe the powers and duties of such commission; to license members of protective committees, depositaries under protective committee agreements and solicitors for protective committee agreements; to regulate and supervise and control the solicitation by anyone of bonds, notes, debentures and all other similar evidences of indebtedness, issued by the maker of any security for the purpose of procuring the modification and/or amendment and/or foreclosure of any instrument in writing securing any issue of bonds, notes, debentures and all other similar evidences of indebtedness; to authorize such commission to act as custodian or receiver and appoint custodians, agents and managers of defaulted mortgage property under orders of court or otherwise; to prescribe penalties for violation of this act; and to repeal Act No. 37 of the Public Acts of the first extra session of 1932," by amending section 13 (MCL 451.313).

"An act to revise, consolidate, and classify the laws relating to the insurance and surety business; to regulate the incorporation or formation of domestic insurance and surety companies and associations and the admission of foreign and alien companies and associations; to provide their rights, powers, and immunities and to prescribe the conditions on which companies and associations organized, existing, or authorized under this act may exercise their powers; to provide the rights, powers, and immunities and to prescribe the conditions on which other persons, firms, corporations, associations, risk retention groups, and purchasing groups engaged in an insurance or surety business may exercise their powers; to provide for the imposition of a privilege fee on domestic insurance companies and associations and the state accident fund; to provide for the imposition of a tax on the business of foreign and alien companies and associations; to provide for the imposition of a tax on risk retention groups and purchasing groups; to provide for the imposition of a tax on the business of surplus line agents; to provide for the imposition of regulatory fees on certain insurers; to modify tort liability arising out of certain accidents; to provide for limited actions with respect to that modified tort liability and to prescribe certain procedures for maintaining those actions; to require security for losses arising out of certain accidents; to provide for the continued availability and affordability of automobile insurance and homeowners insurance in this state and to facilitate the purchase of that insurance by all residents of this state at fair and reasonable rates; to provide for certain reporting with respect to insurance and with respect to certain claims against uninsured or self-insured persons; to prescribe duties for certain state departments and officers with respect to that reporting; to provide for certain assessments; to establish and continue certain state insurance funds; to modify and clarify the status, rights, powers, duties, and operations of the nonprofit malpractice insurance fund; to provide for the departmental supervision and regulation of the insurance and surety business within this state; to provide for regulation over worker's compensation self-insurers; to provide for the conservation, rehabilitation, or liquidation of unsound or insolvent insurers; to provide for the protection of policyholders, claimants, and creditors of unsound or insolvent insurers; to provide for associations of insurers to protect policyholders and claimants in the event of insurer insolvencies; to prescribe educational requirements for insurance agents and solicitors; to provide for the regulation of multiple employer welfare arrangements; to create an automobile theft prevention authority to reduce the number of automobile thefts in this state; to prescribe the powers and duties of the automobile theft prevention authority; to provide certain powers and duties upon certain officials, departments, and authorities of this state; to repeal acts and parts of acts; and to provide penalties for the violation of this act,".

House Resolution No. 357.
A resolution to memorialize the Congress of the United States to adopt and submit to the states for ratification the Liberty Amendment to the United States Constitution.
Whereas, The United States Constitution has been a blueprint of democracy for well over two centuries. It reflects our ideals as a people and outlines the relationship between federal authority and the authority of the states. A distinguishing feature of our system of self-government is the concept of limited federal powers; and
Whereas, Congress has before it House Joint Resolution 45, the Liberty Amendment. This measure proposes to amend the United States Constitution by abolishing certain taxes and prohibiting the federal government from engaging in any enterprise not specified in the Constitution; and
Whereas, One of the key provisions of the Bill of Rights, the Tenth Amendment, addresses the issue of limited federal powers. The amendment states: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people"; and
Whereas, Over the years, the original intent of the framers of our constitution has been obscured. Today, the federal government infringes on the rights of individual citizens in numerous areas, including taxes and property rights; and
Whereas, The Liberty Amendment would return the focus of the United States Constitution to its original purposes. The Liberty Amendment would restore the concept of limited federal powers, protect personal property rights, and provide for the repeal of the federal income tax. It would also place restrictions on Congress to protect free enterprise and personal freedoms; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to adopt and submit to the states for ratification the Liberty Amendment to the United States Constitution; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 358.
A resolution to memorialize the Congress of the United States to include in TANF reauthorization legislation provisions to implement the original TANF guideline to encourage marriage and two-parent families.
Whereas, TANF reauthorization legislation should include a minimum of $300 million for the states to implement innovative approaches to encourage TANF recipients to establish and maintain strong marriages. Children whose parents are married are healthier, have higher educational attainment, and are less likely to be on welfare or involved in crime or drugs. Children from low-income, two-parent families do better academically than those from high-income, single-parent homes; and
Whereas, Marriage is the strongest predictor of low rates of abuse in the home--stronger than race, age, housing conditions, or educational attainment. Men as well as women are physically safer when married. Children are safer too, because marriage provides a protective effect that other relationships cannot offer; and
Whereas, The federal government should review economic policy that discriminates against marriage, such as the Earned Income Tax Credit (EITC), subsidized housing, and food stamps. Such policy should be reformed so that it encourages marriage and eliminates penalties for those who choose marriage; and
Whereas, The federal government should insist on outcome-based programming so that only strategies that significantly reduce divorce, reduce the out-of-wedlock pregnancy rate, and increase the number of healthy, two-parent families are given priority in funding; and
Whereas, The reauthorization legislation should include evaluation and outcome measurement strategies that are applicable and relevant to small, grass roots community and faith-based programs, as well as to larger state-wide initiatives. It is important that there be readily available postings of evaluation criteria and results and effective programming. The federal government should support, through electronic tools (the Internet), the best national models and initiatives; and
Whereas, The federal government should encourage, through funding flexibility under the TANF program, state commissions and/or task forces on marriage and strengthening families that promise real outcomes and measurement tools that could be replicated nationally; and
Whereas, The federal government should encourage innovative funding strategies (state and local funding matches, blended funding streams, partnerships with private funding sources, etc.) that will support state and local training and resource development; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to include in TANF reauthorization legislation measures to encourage marriage and two-parent families. We urge that TANF provide expanded funding and easily accessible technical assistance for programming that positively impacts marriage, including the following:
--Individual Development Accounts to encourage homeownership, entrepreneurship, and education among low-income families who participate.
--Abstinence until marriage education and program funding, such as SPRANS grants, strict enforcement of Title V program guidelines, and youth training programs that teach communication, listening, and conflict resolution skills.
--HUD Family Self-Sufficiency and Labor Department fatherhood initiatives and similar state programming that is demonstrating effective results.
We call for sufficient flexibility to enable TANF to meet its original guidelines to foster marriage and two-parent families; and be it further

A resolution to urge school boards in Michigan to adopt policies to discourage or prohibit the unnecessary idling of school buses and other vehicles on school property.
Whereas, Respiratory illnesses are the most widespread chronic conditions facing young people and the leading cause of hospitalization for children under 15 years of age. Health officials are very concerned about the increasing prevalence of respiratory problems over the past 20 years. Rates have increased dramatically among all population groups, including young people; and
Whereas, While the causes of all respiratory illnesses are not fully understood, there is often a strong correlation between breathing difficulties and environmental factors. In an effort to safeguard the health of young people, some schools around the country, primarily in New England, have pursued policies to discourage or prohibit school buses and other vehicles from idling while on school property; and
Whereas, The Environmental Protection Agency has developed a Tools for Schools program and kit to assist schools in adopting policies to improve indoor air quality with steps that involve little or no costs. This resource could be beneficial to Michigan schools as they seek to protect the health of their students; and
Whereas, The fumes from idling vehicles, especially the diesel engines of school buses that often sit for long periods of time near entrances of school buildings, contribute significantly to ground-level ozone. In certain weather conditions, the cumulative impact of rows of idling buses or delivery trucks can be very harmful, even to those without respiratory problems; now, therefore, be it

A resolution honoring Mr. Robert E. McTyre for his service to the 36th House District and the state of Michigan.
Whereas, It is with sincere appreciation for all of the contributions he has made on behalf of the people of the 36th House District and the state of Michigan that we salute Mr. Robert E. McTyre as he leaves the Michigan House of Representatives to accept a full time faculty position at Spring Arbor University; and
Whereas, Robert E. McTyre was born to Earl and Barbara McTyre in Detroit, Michigan. He attended Detroit Public Schools and earned his Bachelor's Degree in Business Administration from William Tyndale College in 1998. Robert received his Master's of Science in Administration Degree from Central Michigan University in 2001 and plans to pursue his Ph.D. in Business Administration in the Fall of 2002. Robert was an Environmental Journalism Fellow at Michigan State University in 1996 and was the 1988-1991 recipient of the Minority Journalism Scholarship from Wayne State University; and
Whereas, Robert is a state licensed emergency medical technician and served as an emergency medical technician for the Detroit Fire Department from 1977-1986. Later, he served as General Manager and Managing Editor for the Eastside Citizens News, a Detroit based grassroots community newspaper. This was excellent preparation for his next position as staff writer with the Michigan Chronicle Newspaper. He was promoted to Associate Executive Editor and eventually moved up the ranks to Executive Editor; and
Whereas, Robert E. McTyre's education and experience was excellent preparation for his legislative career when he joined the staff in 1996. During the past five years, Robert has worked diligently for the 36th District assisting with committee assignments, drafting legislation and bill analyses, media relations, constituent casework, and serving as the district liaison; and
Whereas, Robert and his wife Carmela are the proud owners of Carmela's Cakes, Cookies & Catering, LLC located in Sterling Heights. This family-owned establishment is a labor of love for the McTyre's, and is another expression of their individual and collective creativity. Whereas, It is with great pleasure that we join with family, friends, peers, and the entire community in congratulating these debs for the commitment and service they have shown during their involvement with the Les Meres et Debutantes Club. The 37th Annual Cotillion Ball, held on March 16, 2002, is a reward for the dedication of these young ladies, recognizing their exceptional abilities, strong sense of compassion, and their leadership within the community. This event signifies the great potential of these young women for prominence as adults; and
Whereas, In 1962, a group of Lansing mothers met to discuss how they could prepare their daughters to become productive young women. They desired something that would develop academic, social, and moral strength. The product of their vision was an organization known as Les Meres et Debutantes (French for "mothers and daughters"). The nine founding mothers were Esther Abrams, Hortense Canady, Lela Eaton, Mattie Foxall, Robbie Harris, Catherine Harrison, Estelle Saunders, Shirley Wills, and Dorothy Wilson. Their foresight has met the needs of over 295 daughters in the last 37 years; and
Whereas, The purpose of the Les Meres et Debutantes Club of the Greater Lansing Area is to encourage the development of our daughters into good citizens, promote high ideals and character building during their formative years, help them acquire social graces and good citizenship through group activity, and to promote understanding and friendship between the members of this organization and others. They also sponsor a "Cotillion Ball' for our daughters at the 12th grade level; and
Whereas, It is most encouraging to learn that these girls have achieved such an extraordinary level of accomplishment at such a young age and have set such high goals for themselves. Amber Graddick plans to become a pediatrician or an international businesswoman. Her parents are Ralph and Mary Graddick. Kristin Tansil, the daughter of William and Vivian Tansil, wants to major in physical therapy and sports medicine. Angie Sorrells would eventually like to run her own law firm. She is the daughter of Tim and Angela Jones. Lydia Dixon, the daughter of Louis E. and Pamela Dixon, plans to become a successful businesswoman after college. Ava Wilhite, daughter of Larry and Diane Wilhite, wants to become an executive producer of a local television network. Katrina Jackson would eventually like to become a psychologist and open a counseling center for adolescents. She is the daughter of Katrina Scott and Billy Jackson. Nichele Marks, daughter of Kenneth and Connie Marks, plans to go into politics and law. The maturity, selflessness, and commitment of these young ladies will serve them well throughout their lives and will enrich the community and state in which they reside; now, therefore, be it

Whereas, It is with sincere appreciation for the manner in which Reverend Donald A. Wenstrom's outstanding leadership has enriched lives throughout the entire community that we join with the grateful members of the Chicago Theological Seminary in giving thanks upon the occasion of his receipt of the CTS Alumni/ae Award in Ministry. The counsel, encouragement, and direction that he has shared in all aspects of his life has had a positive influence far beyond the Chicago Theological Seminary itself to grace the community at large; and
Whereas, Reverend Donald A. Wenstrom met the spiritual needs of the good people of the Pilgrim Congregational UCC from 1971 to 1985. With a heartfelt concern for others that is immediately apparent to all who meet him, Reverend Donald A. Wenstrom has brought a new era to many individuals and families since that time; and
Whereas, As secretary of the Michigan Conference, United Church of Christ for 18 years, Reverend Donald A. Wenstrom has not only served as a spiritual mentor, but also a friend. Several events and milestones at the Michigan Conference, United Church of Christ provide obvious evidence of the good works of Reverend Donald A. Wenstrom. Less tangible, but no less important, are the gifts of deepened faith and serenity his ministry has made possible. With all that they have shared over the years, however, there can be little doubt that his words and strength will long continue to be of the greatest value in the months and years to come; now, therefore, be it

A concurrent resolution to urge school boards in Michigan to adopt policies to discourage or prohibit the unnecessary idling of school buses and other vehicles on school property.
Whereas, Respiratory illnesses are the most widespread chronic conditions facing young people and the leading cause of hospitalization for children under 15 years of age. Health officials are very concerned about the increasing prevalence of respiratory problems over the past 20 years. Rates have increased dramatically among all population groups, including young people; and
Whereas, While the causes of all respiratory illnesses are not fully understood, there is often a strong correlation between breathing difficulties and environmental factors. In an effort to safeguard the health of young people, some schools around the country, primarily in New England, have pursued policies to discourage or prohibit school buses and other vehicles from idling while on school property; and
Whereas, The Environmental Protection Agency has developed a Tools for Schools program and kit to assist schools in adopting policies to improve indoor air quality with steps that involve little or no costs. This resource could be beneficial to Michigan schools as they seek to protect the health of their students; and
Whereas, The fumes from idling vehicles, especially the diesel engines of school buses that often sit for long periods of time near entrances of school buildings, contribute significantly to ground-level ozone. In certain weather conditions, the cumulative impact of rows of idling buses or delivery trucks can be very harmful, even to those without respiratory problems; now, therefore, be it
