"An act to revise, consolidate, and classify the laws relating to the insurance and surety business; to regulate the incorporation or formation of domestic insurance and surety companies and associations and the admission of foreign and alien companies and associations; to provide their rights, powers, and immunities and to prescribe the conditions on which companies and associations organized, existing, or authorized under this act may exercise their powers; to provide the rights, powers, and immunities and to prescribe the conditions on which other persons, firms, corporations, associations, risk retention groups, and purchasing groups engaged in an insurance or surety business may exercise their powers; to provide for the imposition of a privilege fee on domestic insurance companies and associations and the state accident fund; to provide for the imposition of a tax on the business of foreign and alien companies and associations; to provide for the imposition of a tax on risk retention groups and purchasing groups; to provide for the imposition of a tax on the business of surplus line agents; to provide for the imposition of regulatory fees on certain insurers; to modify tort liability arising out of certain accidents; to provide for limited actions with respect to that modified tort liability and to prescribe certain procedures for maintaining those actions; to require security for losses arising out of certain accidents; to provide for the continued availability and affordability of automobile insurance and homeowners insurance in this state and to facilitate the purchase of that insurance by all residents of this state at fair and reasonable rates; to provide for certain reporting with respect to insurance and with respect to certain claims against uninsured or self-insured persons; to prescribe duties for certain state departments and officers with respect to that reporting; to provide for certain assessments; to establish and continue certain state insurance funds; to modify and clarify the status, rights, powers, duties, and operations of the nonprofit malpractice insurance fund; to provide for the departmental supervision and regulation of the insurance and surety business within this state; to provide for regulation over worker's compensation self-insurers; to provide for the conservation, rehabilitation, or liquidation of unsound or insolvent insurers; to provide for the protection of policyholders, claimants, and creditors of unsound or insolvent insurers; to provide for associations of insurers to protect policyholders and claimants in the event of insurer insolvencies; to prescribe educational requirements for insurance agents and solicitors; to provide for the regulation of multiple employer welfare arrangements; to create an automobile theft prevention authority to reduce the number of automobile thefts in this state; to prescribe the powers and duties of the automobile theft prevention authority; to provide certain powers and duties upon certain officials, departments, and authorities of this state; to repeal acts and parts of acts; and to provide penalties for the violation of this act,".

A resolution to urge all Michigan's public universities to accept dual enrollment credits for incoming students.
Whereas, Dual enrollment credits are earned by high school students who take college-level classes to supplement the class offerings of their high schools. By taking classes at a community college, for example, students can expand the scope of their knowledge beyond the curriculum available at their high schools. This is a strategy that is especially helpful to students in smaller districts that may not be able to offer a full range of advanced placement courses or specialized classes that meet a student's needs or interests; and
Whereas, The Michigan Legislature has taken several steps to encourage the use of dual enrollment for students in our state. In 1991, the State School Aid Act, 1979 PA 94, was amended to provide tuition and fee support for pupils attending postsecondary institutions. The Postsecondary Enrollment Options Act, 1996 PA 160, was enacted to encourage high school students to enroll in college courses. Students may take advantage of the dual enrollment opportunity only after meeting certain requirements, which include demonstrating proficiency on the state high school examinations; and
Whereas, Public universities in our state that do not accept dual enrollment credits from incoming students hurt the effort to encourage young people to pursue educational challenges. Not accepting the credits creates a barrier that impacts several thousand students each year. Moreover, this policy negates a valuable mechanism to help families cope with at least some of the costs of higher education; and
Whereas, The practice of not automatically accepting dual enrollment credits undermines part of the state's investment in education, specifically its commitment to this concept. With the financial difficulties facing this state, all of the state's public institutions must participate in policies that help students and their families or face possible funding cuts; now, therefore, be it be it

The counsel, encouragement, and direction that he has shared in all aspects of his life has had a positive influence on his community; and
Whereas, Reverend Dr. Jeremiah A. Wright, Jr., has been meeting the spiritual needs of the good people of Trinity United Church of Christ, in Chicago, since 1972. With a heartfelt concern for others that is immediately apparent to all who meet him, Reverend Dr. Jeremiah A. Wright, Jr., has brought a new era to many individuals and families; and
Whereas, Reverend Dr. Jeremiah A. Wright, Jr., has demonstrated outstanding leadership in the growth and expansion of the role of the church in the black community. As pastor of Trinity United Church of Christ, he has led in its growth from a membership of 87 in 1972 to 7,000 today. He was instrumental in building a new church that seats 2,700, and which fills to capacity twice each Sunday; and

On behalf of everyone who supported this spirited group of student athletes, it is most appropriate to extend to them praise and our sincerest congratulations; and
Whereas, Under the direction of Coaches John VanHolstyn, John Day, Dale Moore, and Bobby John, the Calvary Kings blended well as a unit. In addition, the team displayed great poise in setting lofty goals for themselves at the beginning of the season and going out and making these dreams a reality through hard work and commitment; and
Whereas, Many of the talents and characteristics they exhibited in reaching this goal will help them in all aspects of their lives. A resolution honoring and thanking Dr. LaMoine Motz, recipient of the George G. Mallinson Award for Lifetime Achievement in the Field of Science Education, presented by the Michigan Science Teachers Association.
Whereas, It is a pleasure and privilege to congratulate Dr. LaMoine Motz, a White Lake township resident in Oakland county, for being the recent recipient of the George G. Mallinson Award for Lifetime Achievement in the Field of Science Education, presented by the Michigan Science Teachers Association. This award is given by the MSTA on the basis of well-recognized contributions of excellence to science education. It is the highest honor bestowed upon any member of the organization. We are proud to join with well-wishers as Dr. LaMoine Motz is presented this distinguished award at the 49th Annual Conference of MSTA; and
Whereas, A highly specialized individual, Dr. Motz received a Bachelor of Arts degree in Chemistry and Biology from Taylor University in 1964, Masters of Arts degree in the Teaching of Science from Western Michigan University in 1966, Specialists of Arts degree in Science Education from Western Michigan University in 1968, and a Doctor of Philosophy degree in Science Education from the University of Michigan in 1971. With his highly specialized skills, Dr. Motz has held teaching positions at several Michigan schools and universities, where he has gained much experience and expertise throughout his teaching career, and has never lost interest in his total commitment to the ideals of education; and
Whereas, In September 1970, Dr. Motz became the Director of Science, Health, and Outdoor Education at Oakland Schools in Waterford Township. Since July 1999, he has served as Director of the Oakland Science, Mathematics and Technology Center, which is a professional development center for education serving the 28 school districts in Oakland County. Dr. Motz is currently an assistant professor and field instructor at Michigan State University. He has also been a science consultant for the Bureau of School Services and the University of Michigan. In addition, he has served as an assistant professor in science education at Central Michigan University, Oakland University, and the University of Michigan. He has served on the University of Michigan School of Education Research Committee and is a member of the School of Education's Alumni Society Board of Governors; and
Whereas, Dr. Motz has demonstrated leadership in several state and national science teacher organizations, as well as conducted numerous research studies, organized projects, edited and authored scientific publications and textbooks, directed state and national conferences, and chaired state and national science-related committees. With such an impressive list of credentials, he has provided leadership and innovation to science education and supervision to numerous school districts, universities, and businesses locally, nationally, and internationally; now, therefore, be it
