With the incredible 28-5 record this squad attained, which has culminated in a fourth consecutive Big Ten Conference championship and a third consecutive NCAA Final Four appearance, this group of disciplined student-athletes has generated great pride throughout our state; and

Whereas, Much to the delight of their loyal fans, head coach Tom Izzo and the Spartans have also earned the respect of college basketball followers everywhere in America through their talent, teamwork, and determination. Tom Izzo has created a nationally respected basketball program that is often referred to as part of his family. This year's senior class, comprised of Andre Hutson, David Thomas, Charlie Bell, Mike Chappell, and Brandon Smith, led the green and white squad to a 115-25 four year record breaking the Big Ten Conference mark of victories by a senior class; and

Whereas, Winning titles or compiling outstanding seasons is never a fluke. While anything can happen in a single game, all teams show their true abilities and dedication over a long season or a difficult tournament. This year's Spartan hoops squad had to overcome many barriers. Coach Tom Izzo shouldered this challenge and proved that his program is united in purpose and determined to maintain excellence. A resolution commending Michigan native Ryan Miller on being the recipient of the 2001 Hobey Baker Award.

Whereas, Michigan State sophomore goaltender and Michigan native Ryan Miller is the distinguished recipient of the 2001 NCAA Hobey Baker Award, recognizing him as the collegiate most valuable player. We call upon the all the citizens of Michigan to congratulate him; and

Whereas, Miller helped lead the exceptional MSU Spartan hockey team to a 33-5-4 record overall and a trip to the NCAA Frozen Four; and

Whereas, Miller earned All-American honors after leading the nation in four key categories with 31 wins, a .950 save percentage, a 1.31 goals against average, and a remarkable 10 shutouts, which raised his career total to 18; and

Whereas, With Miller as goalie and the Michigan State Spartans focused on defense, MSU attained the No. 1 ranking in the nation in November and kept it throughout the rest of the entire regular season; and

Whereas, During a six-game stretch in January, Miller posted five shutouts while making 165 saves and allowing just one goal in the other game; and

Whereas, Miller, who in just two years as a Spartan, broke the NCAA record for career shutouts, a mark that had stood for 70 years; now, therefore, be it

A resolution to memorialize the President and the Congress of the United States to increase efforts to address the issue of global warming and to implement policies to reduce greenhouse gases.

Whereas, In recent years, the weight of data on global warming has made it clear that human activity is contributing to global warming. The damage this is causing to the delicate balance of the environment is also becoming better understood with each passing year; and

Whereas, The specter of unchecked global warming offers a future with serious threats to agriculture, health, and commerce. Higher temperatures will raise rates of respiratory problems, and rising sea levels will harm many infrastructures and threaten water quality; and

Whereas, The growing awareness of the global warming situation and the need to curtail greenhouse gases has extended far beyond the scientific or the academic communities. The National League of Cities recently addressed Congress seeking programs to reduce domestic sources of greenhouse gas emissions; and

Whereas, There are many steps that can be taken to reduce harmful emissions. Many of these steps, especially those promoting energy conservation, also present a reasonable, immediate, and productive response to rapidly rising costs of fuels. The development of policies to reduce greenhouse gases ought to be a priority. We must not let short-term concerns prevent us from pursuing policies that are clearly in our nation's best long-term interests; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the President and the Congress of the United States to increase efforts to address the issue of global warming and to implement policies to reduce greenhouse gases; and be it further

A resolution to urge the Governor to keep the funding for the summer school program as proposed in the State of the State address.

Whereas, The citizens of this state are strongly committed to education. As a means of carrying out the mission of educating our children, especially low-achieving students in need of extra instruction, the Governor and the Michigan Legislature put in place a program to provide for summer school for students in grades one through four; and

Whereas, The program to provide substantial funding for summer school for low-achieving lower elementary students was proposed by the Governor as a key element of the state's educational efforts; and

Whereas, The economic slowdown that is reducing revenues to the state has led the administration to propose eliminating the summer school program to save the $38 million promised to the state's public schools for this year. The announcement that the money may not be allocated comes just as districts are finalizing plans for the programs, which will commence in a few weeks; and

Whereas, Educators from across the state and family members of students in need of the summer program to help them attain success in classroom basics have expressed their great disappointment in the plan to halt the program. This is an especially difficult blow to districts that had ambitious plans to assist large numbers of students. It is a disservice to our young people and the future of this state to make promises for educational programs and proclaim their vital importance and then remove support as the first move to deal with a possible budget slowdown; now, therefore, be it

Resolved by the House of Representatives, That we urge the Governor to keep the funding for the summer school program as proposed in the State of the State address; and be it further

Whereas, We are proud to join with teammates, coaches, classmates, and community members in congratulating Charlie Bell, Andre Hutson, and David Thomas for becoming the all-time winning seniors in Big Ten Men's Basketball history with a victory over Penn State on February 24, 2001. The victory marked the 109th of their careers, which beats the mark of 108 held by Indiana University. The excellence shown on the hardwood by these talented and hardworking

student-athletes provides an outstanding example of the rewards gained when athletics are combined effectively with classroom learning; and
