A joint resolution proposing an amendment to the state con- stitution of 1963, by amending section 10 of article IX, to pro- hibit the termination or suspension of statutory revenue sharing payments to counties during a state fiscal year in which the res- idents of that county contribute more in taxes paid during that state fiscal year than the total statutory revenue sharing pay- ments to that county for that state fiscal year. Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state con- stitution of 1963, to prohibit the termination or suspension of statutory revenue sharing payments to counties during a state fiscal year in which the residents of that county contribute more in taxes paid during that state fiscal year than the total statutory revenue sharing payments to that county for that state 07786'02 RJA 2 fiscal year, is proposed, agreed to, and submitted to the people of the state: 1 ARTICLE IX 2 Sec. 10. Fifteen percent of all taxes imposed on retailers 3 on taxable sales at retail of tangible personal property at a 4 rate of not more than 4% shall be used exclusively for assistance 5 to townships, cities and villages, on a population basis as pro- 6 vided by law. In determining population the legislature may 7 exclude any portion of the total number of persons who are wards, 8 patients or convicts in any tax supported institution. STATUTORY 9 REVENUE SHARING PAYMENTS TO A COUNTY SHALL NOT BE TERMINATED OR 10 SUSPENDED DURING A STATE FISCAL YEAR IN WHICH THE RESIDENTS OF 11 THAT COUNTY CONTRIBUTE MORE IN TAXES PAID DURING THAT STATE 12 FISCAL YEAR THAN THE TOTAL STATUTORY REVENUE SHARING PAYMENTS TO 13 THAT COUNTY FOR THAT FISCAL YEAR. 14 Resolved further, That the foregoing amendment shall be sub- 15 mitted to the people of the state at the next general election in 16 the manner provided by law. 07786'02 Final page.
