A bill to amend 1964 PA 287, entitled "An act to provide for the organization and functions of the state boards of education under the constitutions of 1908 and 1963; to provide for the appointment and functions of the super- intendent of public instruction under the constitution of 1963; and to repeal certain acts and parts of acts," by amending section 10 (MCL 388.1010). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 10. The state board of education shall have the fol- 2 lowing powers and duties: 3 (a) Jurisdiction and control of the Michigan school 4 SCHOOLS for the deaf at Flint, the Michigan school for the blind 5 at Lansing, and the Michigan rehabilitation institute for veter- 6 ans and disabled adults at Pine lake AND BLIND, including power 7 to make rules for the schools necessary to enforce discipline, 8 preserve health, and provide for proper physical, intellectual, 9 and moral training of their pupils. 05304'01 FDD 2 1 (b) Regulation of school bus transportation, review of the 2 annexation or attachment of nonoperating school districts to 3 operating school districts, and the hearing of appeals from deci- 4 sions on alterations of boundaries of school districts as may be 5 provided by law. The STATE board OF EDUCATION may appoint a 6 hearing officer to hear the appeals from decisions on alterations 7 of boundaries of school districts who shall prepare a written 8 report for consideration of the board. A copy of the written 9 report shall be furnished to the designated appellant and appel- 10 lee, who within 20 days may file written objections to the report 11 with the state board of education for its consideration. After 12 considering the report of the hearing officer and any objections 13 filed by interested parties, the STATE board OF EDUCATION may 14 determine the appeal or order a hearing by it of the appeal from 15 the decision on alterations of boundaries of school districts. 16 (c) Inspection of educational corporations as may be pro- 17 vided by law. 18 (C) (d) The appointment of the members of the state board 19 OF EDUCATION for public community and junior colleges, as pro- 20 vided by law. 05304'01 Final page.
