        A bill to make, supplement, and adjust appropriations for certain

   institutions of higher education for the fiscal year ending September 30,

   2002; to provide for the expenditure of the appropriations; and to pre-

   scribe certain conditions for the appropriations.

          21      Sec. 201.  Pursuant to section 30 of article IX of the state consti-

          22 tution of 1963, total state spending under part 1 for fiscal year

          23 2001-2002 is $0.  State payments to local units of government under this

          24 act are $0.

          25      Sec. 202.  The appropriations made and the expenditures authorized

          26 under this act and the departments, agencies, commissions, boards,

          27 offices, and programs for which an appropriation is made under this act

           1 are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to

           2 18.1594.





           3 WATERCRAFT NOISE STUDY

           4      Sec. 301.  The money appropriated in section 101 shall be used by

           5 Michigan State University to develop equipment and procedures that will

           6 accurately measure and record distance to and sound levels of watercraft

           7 engines.
