VIETNAM VETERANS MEMORIAL FUND - H.B. 4818 (H-1): FLOOR ANALYSIS
House Bill 4818 (Substitute H-1 as reported without amendment)
Sponsor: Representative Mickey Mortimer
House Committee: Veterans Affairs
Senate Committee: Senior Citizens and Veterans Affairs
CONTENT
The bill would amend the Michigan Vietnam Veterans Memorial Act to delete a requirement that the balance of the Vietnam Veterans Memorial Monument Fund, upon completion of construction of the monument, be credited to the Department of Management and Budget (DMB) and used for all veterans' monuments in the State. Instead, after the Vietnam Veterans Memorial Monument and the Veterans Memorial Park were completed, the money would have to remain in the Fund and the DMB, upon appropriation by the Legislature, could use the money only for the maintenance of the Vietnam Veterans Memorial Monument and the Veterans Memorial Park.
The bill also states that the State Treasurer could accept money for the Fund from any source, and would be required to credit to the Fund money received from the Secretary of State for the purchase of veterans' memorial fund-raising license plates. Any money remaining in the Fund at the end of the fiscal year would have to remain in the Fund, rather than lapse to the General Fund.
