CONTENT
The bill would amend the Public Health Code to require the Department of Community Health to do the following:
-- Notify all institutions of higher education (universities, community colleges, and junior colleges), and all high schools, of certain information regarding meningococcal disease and other diseases.
-- Encourage each institution to provide the information to students and encourage each high school to provide the information to parents.
The bill would require the Department to identify materials containing information about the risks associated with meningococcal disease, and the availability, effectiveness, and potential risks of immunization for meningococcal disease and other diseases about which the Department recommended immunization or immunization information. The Department would have to notify each institution of higher education and high school of the availability of the materials, and post the materials on its website.
The bill also would require the Department to encourage each institution of higher education to provide or make available to enrolled students, and to encourage each high school to provide or make available to students' parents, information regarding the risks associated with meningococcal disease, and the availability, effectiveness, and potential risks of immunization for meningococcal disease and other diseases about which the Department recommended immunization or immunization information.

FISCAL IMPACT
This bill would have minimal to no fiscal impact on State or local government. The Department currently provides and makes available on its website, information pertaining to various communicable diseases, including information pertaining to the immunization for those diseases. Requiring the Department to provide similar information about meningococcal disease, notify institutions of higher education and high schools about the availability of the information, and encourage those institutions to make the information available to students and/or parents, could be accomplished with, at most, a minimal increase in expenditures. For example, if the Department or the institutions of higher education/high schools chose to make the information available in brochure form, in addition to on the Internet, costs would be incurred for the printing and distribution of those materials.
