A SUMMARY OF HOUSE BILL 5469 AS INTRODUCED 11-29-01

Under the defined benefit provisions of the Legislative Retirement System Act, a deferred vested member of the retirement system who first became a member on or before January 1, 1995 is eligible for health insurance benefits (that is, health benefits begin at the time of separation from state service, rather than at retirement). House Bill 5469 would amend the act to provide that a deferred vested member who first became a member on or before February 1, 1997 would be eligible for benefits under this provision.

(The traditional defined benefit provisions of the act, known as Tier 1, apply only to those who first became a legislator or lieutenant governor before March 31, 1997. Those who became legislators after that date are included in Tier 2, the defined contribution system.)
