A SUMMARY OF HOUSE BILL 4828 AS INTRODUCED 5-24-01

House Bill 4828 would create a new act to provide for a health insurance benefit for the spouse and children of a police officer killed in the line of duty. ("Line of duty" would include, but not be limited to, actions that the officer was obligated or authorized to perform at a social, ceremonial, or athletic function that he or she was assigned to or compensated for by the public agency that he or she served.) The bill would provide for the creation of the Police Officers Survivors Fund within the Department of Treasury. The department could spend fund money to provide lifetime health insurance coverage for the police officer's spouse and to provide health insurance coverage for the officer's children until they were 18 years old, or 23 years old if enrolled as full-time students in a college or university.

The Department of Treasury would be responsible for administering and carrying out the purpose of the act. The state treasurer could receive money or other assets from any source for deposit into the fund, would direct the investment of the fund, and would credit to the fund interest and earnings from fund investments. Money in the fund at the close of the fiscal year would remain in the fund rather than lapsing to the general fund.
