A SUMMARY OF HOUSE BILLS 4748 AND 4749 AS INTRODUCED 5-8-01

Currently, the net revenue of the state lottery (after payment of prizes and reasonable operating expenses of the state lottery bureau) is deposited in the State School Aid Fund and distributed "as provided by law", or, according to the school aid formula found in the State School Aid Act. The bills would require, instead, that lottery proceeds be deposited in a separate account in the school aid fund, and only expended to school districts and intermediate school districts in an amount proportional to the amount of lottery revenue generated by lottery sales within each district during the preceding fiscal year. House Bill 4748 would amend the McCauley-Traxler-Law-Bowman-McNeely Lottery Act (MCL 432.33 and 432.41) and House Bill 4749 would amend the State School Aid Act (MCL 388.1610). The bills are tie-barred.
