A SUMMARY OF HOUSE BILL 4180 AS INTRODUCED 2-13-01

Currently, the Natural Resources and Environmental Protection Act (NREPA) specifies that a person may not operate an off-road vehicle (ORV) in a state game area or state park or recreation area, except on designated trails, nor on certain other public lands. However, the Department of Natural Resources (DNR) may allow a property owner, or a property owner's guest, to use an ORV within the boundaries of a state forest in order to access the owner's property. House Bill 4180 would amend the NREPA to allow a person 60 years of age or over, or a person with a disability, as described under the Persons with Disabilities Civil Rights Act (MCL 37.1103), to operate an ORV on a nondesignated trail, route, or area for the sole purpose of accessing a designated trail, route, or area.

 

The bill would also change a reference to a specified test procedure for motorcycle exhaust levels in a provision governing allowable exhaust noise emissions levels of ORVs.
