A SUMMARY OF HOUSE BILL 4039 AS INTRODUCED 1-31-01

The bill would amend the Nonprofit Health Care Corporation Reform Act, which regulates Blue Cross and Blue Shield of Michigan (BCBSM), to require BCBSM to provide coverage for certain minimum time periods of hospitalization for breast cancer surgery. Specifically, in each group and nongroup certificate that provides mastectomy or lymph node dissection benefits for treatment of breast cancer, the bill would require that coverage for a minimum of 48 hours of in-patient hospital care be provided following a mastectomy, and for a minimum of 24 hours of in-patient care following a lymph node dissection. Further, the bill would require BCBSM to provide "written prominent notice" to its subscribers of the coverage required by the bill at either the first mailing to the subscribers after the bill's effective date, or by January 1, 2002, whichever was earlier.
