A SUMMARY OF HOUSE BILL 4038 AS INTRODUCED 1-25-01
Public Act 82 of 1981, the law governing the use of aid dogs in public places except by physically limited people, prohibits the use or possession of a dog that is wearing a blaze orange leash and collar or harness in any public place except by people who are deaf, audibly impaired, or otherwise physically limited. Knowing violations of the act are misdemeanors punishable by a fine of up to ten dollars.
The bill would increase the maximum fine for violations of the act to $500, and also would amend the act to prohibit individuals from impersonating someone who was deaf, audibly impaired, or otherwise physically limited - by using a dog that was wearing a harness or a blaze orange leash and collar - in order to enter a public place that otherwise did not allow dogs.
