ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 920 DATED 3-20-02:
HOUSE COMMITTEE ACTION:
The committee adopted a substitute bill to include an interdepartmental transfer of property currently under the jurisdiction of the Department of Management and Budget to the Department of Military and Veterans Affairs. The property transfer, which consists of approximately 25 acres, would be without consideration, would have to be approved by a resolution of the state administrative board, and all documents regarding the transfer would have to be approved by the attorney general. The DMB would be allowed to demolish, dismantle, or otherwise dispose of several surplus buildings on the property that are described in the bill. Unexpended funds appropriated in Section 101 of Public Act 114 of 1997 could be used for the demolition of the facilities listed in the bill. (Note: The transfer would allow the state to secure federal funds to build a maintenance facility on the site. Currently, a utility line runs across the property, and the DMB reports that it would be less expensive to demolish the older, unused surplus buildings and reconfigure the placement of buildings on the site than to remove and relocate the utility line.)
