Our Father, we do thank You for another wonderful day in which we have the opportunity to serve the people of the state of Michigan. We thank You for Your grace in our lives. We thank You for the daily protections that You give us.
We ask that as we conduct the people's business today that we would ever be mindful of the awesome responsibility and honor that we have been given. Help us in our deliberations to be fair-minded, to be honest, and in all of our dealings, ultimately, to give glory to You.
We thank You for all that You have done in this state for the people whom we represent. And for those today who are hurting, who have needs, we pray that You would visit upon those needs through Your providence.
We pray all of this in Jesus' name. Amen.

During the recess, Senator Garcia introduced to the Senate Armando Ojeda, Executive Director of the Michigan Hispanic Chamber of Commerce, and Mariano Pallares, Chairman of the Commission on Spanish-Speaking Affairs, and presented them with Senate Resolution No. 263, commemorating Hispanic Heritage Month.
Messrs. Ojeda and Pallares responded briefly.
During the recess, Senators Young, Bullard and Byrum entered the Senate Chamber.
Senators Koivisto, Schwarz and Smith asked and were granted unanimous consent to make statements and moved that the statements be printed in the Journal.

Senator Koivisto's statement is as follows:
This a sad time of year when several of our friends, employees, and colleagues will begin to depart to pursue other life adventures. Today, I want to make a presentation to one of our trusted employees who will be taking the early retirement and will be leaving us as of November 1. That employee is Barb Sullenger.
Barb has worked for the Senate for 22 years; the last 17 years have been with the central staff. I have probably worked the closest with her as any legislator because we have had so many subcommittees together all the way from community colleges to higher education to casino oversight, and during the time that we have been working together, there have been many tough issues to deal with--tough budgetary concerns.
This lady has been nothing but true class. She is quite an employee, she is responsible as ever, and she can conduct her business in a true professional manner. As she departs and moves to warmer climates for the winter that is coming up, I just want to explain to the body and to Barb what a great pleasure it has been to serve with her. She truly did her job as a Senate employee, and she has been a valued member of our community.
I want to present a tribute to her from several of her Senate colleagues and just conclude by saying congratulations on a job well done, Barb. I don't know how you could have done a better job than what you have done.
Senator Schwarz's statement is as follows:
As one of the staff members who attended every one of the Appropriations Subcommittee on Higher Education meetings, Barb has been a great resource for higher education, both on the Republican and Democratic side--I should say the Democratic and Republican side. She has been at each one of our subcommittee meetings on higher education for many years. As a member of the Republican Caucus, I can tell you I appreciate Barb's input on higher education matters, probably almost as much as my good friends of the Democratic Caucus do. Thanks, Barb, very much.
Senator Smith's statement is as follows:
It has been my pleasure to serve with Barb Sullenger for 16 years--8 years as a staff member and 8 years as a Senator. As you and Senator Koivisto have pointed out, Barb has been an absolutely tremendous resource to the higher education and the community colleges subcommittees of appropriations. She has also been a resource to her community and to her son Scott. Barb is one of those single moms who has toiled along and raised a child successfully into adulthood. She has set for many of us a great model of a person with a good sense of humor and perseverance. I am so delighted to watch Barb move on to what I know is her next career. I know Barb is not retiring, retiring, but she is going South to look for something different that will challenge her creativity and her brain power. I look forward to hearing from her in the future.

Senate Resolution No. 273.
A resolution to express support for the proposed plan to continue public access, reasonable development, and conservation of 390,000 acres of Upper Peninsula land.
Whereas, The Governor and several of the most prominent groups advocating outdoors recreation and conservation in Michigan recently announced a proposal to purchase nearly 390,000 acres of prime wilderness land in the Upper Peninsula. The proposal to buy this acreage from the Kamehameha School Trust in Hawaii centers on the creation of a unique partnership among the timber industry, the state and federal government, and philanthropic and conservation organizations; and
Whereas, As outlined, the public-private partnership would create an arrangement for the management and use of the land, with the purchase of the vast majority of the land through a timber company. Public access would be maintained for tourism and recreation through easement arrangements. The land would remain on the tax rolls and jobs would be created by the harvest of timber. The plan mirrors similar efforts to preserve land in New York and New Hampshire, although the Michigan arrangement would be far larger; and
Whereas, The land involved in the transaction is some of the most coveted recreational property in this region of the country. The parcels include major acreage near Tahquamenon Falls, the watersheds of the Two Hearted and Presque Isle Rivers, the Porcupine Mountains, and the Pictured Rocks. This is a remarkable opportunity to enhance Michigan's recreation, conservation, and economic interests. It is imperative that the state work effectively to bring all the necessary components together to win the bid and finalize the transaction; now, therefore, be it
Resolved by the Senate, That we express support for the proposed plan to continue public access, reasonable development, and conservation of 390,000 acres of Upper Peninsula land; and be it further
Resolved, That copies of this resolution be transmitted to the Office of the Governor and officials of the organizations involved in the proposal.
Senator Johnson offered the following resolution:
Senate Resolution No. 272.
A resolution to extend the time for the task force created by Senate Resolution No. 159 to complete its work.
Whereas, Senate Resolution No. 159 created a task force to study the costs and benefits of a Medicaid buy-in program for working people with disabilities. Under the provisions of the resolution, the task force was to have completed its work and reported its findings and recommendations by September 3, 2002. In the north balcony, we have a professor from Western Michigan University, Tim McGrew, and his daughter Bethel. The first time I met his daughter--she is 9 years old--I asked her where she went to school. She said she is home-schooled. I said, "What are you studying?" She said, "I am studying biology and chemistry." I said, "We don't have much in common to talk about." So I would like to ask my colleagues to welcome Professor Tim McGrew from Western and his daughter Bethel to the State Capitol.

In all my years here in Lansing, the Hispanic community of Michigan has been a very, very productive group. There has never been a representative better and louder for the Hispanic community than Senator Garcia. I just want to say thank you to him.
