Whereas, Phil Ginotti was a friend and colleague who generously gave of his talents and time. We offer our most sincere condolences to his family, especially to his son Michael who will never get to know Phil the way we did; and
Whereas, Phil was born on March 5, 1963, the youngest of five sons of Phil Sr. and Barb Ginotti. He was a loving father, son, and brother; a friend to many and passionate always as a newspaper reporter at heart. Phil was always willing to help others regardless of the task. He also was quick to offer his opinion on most any topic ... but those who knew him genuinely appreciated his insight; and
Whereas, Phil Ginotti came to the Michigan Senate after stints as a reporter at the Spinal Column, Midland Daily News, and Oakland Press. He worked in the Senate Majority Communications Office for 17 months before he was tapped to work for Senator Bill Schuette as his chief of staff. The Schuette/Ginotti team was a good match, and Phil loved everything about the political and legislative life; and
Whereas, Many words come to mind to describe Phil and capture his essence: sports fan--particularly baseball--loyal, intelligent, and hard working; but most of all, father. He was dedicated to Michael and loved spending time with him playing football, visiting grandma and grandpa's house on the lake, or just hanging out. Always a kid at heart, Phil concentrated much of his volunteer work on young people, both as a board member of the Impression Five Science Center and as coach of a Lansing area Little League football team; now, therefore, be it
Resolved by the Senate, That this legislative body memorialize the life of Phil Ginotti and convey its condolences to his family. May they always know of the high esteem in which his memory is held by all who knew him; and be it further
Resolved, That a copy of this resolution be transmitted to the family of Phil Ginotti as evidence of our high regard.

A resolution to honor Charles M. Graham on the occasion of his retirement as Executive Director of the Saginaw Valley State University Foundation.
Whereas, Charles Graham came to Saginaw Valley State University on March 1, 1995, after completing a 33-year career with the Consumers Power Company; and
Whereas, Charles Graham's position at Saginaw Valley State University marked a return to the Saginaw area, where he had formerly served as general manager of Consumers Power's Central Region, responsible for utility operations in a 27-county area; and
Whereas, Mr. Graham has served as chair of the Saginaw County Chamber of Commerce, Saginaw Area Growth Alliance, and director of the United Way of Saginaw County; and
Whereas, Charles Graham was a founding member of Saginaw Future and Saginaw Future, Inc., and continues to also be a member of the Saginaw Rotary Club; and
Whereas, He has held professional affiliations with the Council for the Advancement and Support of Education (CASE) and Association of Fundraising Professionals (AFP); and
Whereas, At Saginaw Valley State University, Mr. Graham successfully focused on private contributions for endowments that enrich academic and cultural programming; and
Whereas, Charles Graham shares his life with wife Marcia, children, and grandchildren; now, therefore, be it
Resolved by the Senate, That we hereby honor Charles M. Graham on the occasion his retirement as Executive Director of the Saginaw Valley State University Foundation; and be it further

A resolution commemorating May 2001 as Lyme Disease Awareness Month in Michigan.
Whereas, As the summer season calls people to Michigan's outdoors to camp, hike, and otherwise enjoy the beauty of our lush green forests, it is an appropriate time to remind citizens of proper precautions and the safety rules of the woodlands. In recent years, Lyme disease has been a concern among outdoor enthusiasts. We urge Michigan residents to become aware of the signs and symptoms, prevention tactics, and treatment of Lyme disease; and
Whereas, An illness caused by the painless bite of a tiny deer tick, Lyme disease causes serious problems involving the heart, joints, and nervous systems in humans and animals. Prompt medical attention will minimize complications of this illness which initially may cause headaches, stiff muscles and joints, fever, nausea, and fatigue. Usually within a few days of being bitten by an infected tick, a person will develop a circular rash. Detection of the disease is difficult, however, because early symptoms vary and will disappear only to lead to serious problems later; and
Whereas, First recognized in children in 1975 in Lyme, Connecticut, this disease has been reported with increasing frequency throughout the United States. It is crucial that information relating to Lyme disease be available to the public and that the possible severity of its complications be understood by the citizens of Michigan. We salute the people of the Michigan Lyme Disease Association and the Michigan Department of Community Health for their efforts to expand our awareness and knowledge of the prevention and treatment of Lyme disease; now, therefore, be it
Resolved by the Senate, That we hereby commemorate May 2001 as Lyme Disease Awareness Month in Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to organizers of this observance as evidence of our esteem.

Senate Bill No. 433, entitled
A bill to provide for a streamlined system of sales and use tax collection; to prescribe the requirements necessary for this state to adopt a multistate agreement; to provide for a board with certain powers and duties; to provide for the registration of sellers who select a model of collection and remittance; to forgive liability of collection of sales and use taxes on past transactions for certain sellers; to assure privacy of buyers; to prescribe certain powers and duties of state departments; and to repeal acts and parts of acts.
