"Father, we thank You that You are the author of life from the womb to the tomb. We thank You that You place value on our elderly people. Father, we are not a culture that only wants to place value on those that give or are productive members of our society. But, we want to place value on those who, after they have given to their community and to their country, need us to give back to them. Father, may we always be a country that stays in that same path--to honor those that need us. Especially now as we think of our elderly in the nursing homes and our developmentally disabled that are also there. We pray for Your peace and comfort on them for many of them are going through losses and changes. We pray that You comfort them and let them feel Your presence. We also pray for all of those that give their time, their energy and their love to work in such a hard, hard place--but one with such rewards. I pray You would bless those and continue to send more workers. I pray now that as the session meets, that You would also bless the Representatives and all the work that they do for their seniors and their constituents and for this state. In Your name, we pray. Amen."

A resolution honoring the Huron Valley Schools Board of Education.
Whereas, It is with great pleasure that we commend the Huron Valley Schools Board of Education upon its decision to accept the mantle of leadership in diversity, student awareness, and student acceptance. The commitment and care shared by the board to ensure an education in a nonthreatening atmosphere is one of the greatest gifts we can give our children; and
Whereas, The school board and community members accepted the difficult and highly emotional undertaking to reconsider the district's school mascots. Frequently, the meetings to ascertain a majority consensus and balance the opinions and feelings of students, parents, alumni, and all district residents polarized discussion participants; and
Whereas, The Huron Valley Schools board members, Debbie Squires, president; Carol Borich, vice president; Lila Crossett, secretary; John Knight, treasurer; and trustees Charles Berels, John Branstetter, and Carol Nagy stood as steadfast and calming guides to lead the community. By using a team approach and professionalism, the board effectively dealt with a wide range of attitudes to provide an outcome that returns dignity and self-esteem to all young people attending district schools; and
Whereas, The Huron Valley Schools Board of Education, with assistance from the district's Diversity Action Council, took the steps necessary to achieve a goal laid down in its strategic plan to help all students feel accepted and valued. Clearly, the fortunate students at Huron Valley Schools are well served by the board's action to prohibit the use of Native American images and team names; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body honor the Huron Valley Schools Board of Education. We commend the members, students, teachers, staff, and residents of the Huron Valley Schools District for their success in ensuring student awareness of diversity; and be it further

House Resolution No. 447.
A resolution commemorating the opening and dedication of the new building for the Child and Family Services, Capital Area.
Whereas, It is with deep appreciation for all of the hard work, commitment, and planning this occasion represents that we commemorate the opening and dedication of the Child and Family Services' new office building in Lansing; and
Whereas, The Child and Family Services, Capital Area was founded in 1911 as the Ingham County branch of the Michigan Children's Aid Society. They believe that the strength of communities lie in the health, happiness, and self-sufficiency of its families; and
Whereas, Child and Family Services places the highest priority on keeping children safe. Its Foster Care program helps children who do not have a safe home environment because of parental drug or alcohol abuse, economic hardship, or domestic violence. They also work with families and members of the community to find temporary homes for kids during their transition toward reunification or adoption; and
Whereas, For the first time, in over 90 years, the organization owns the building they occupy. The Child and Family Services' new facility has more space, enabling them to further serve the community. This expansion includes four large rooms for parental visitation, as well as, a play and therapy room. The facility also allows the parents whose children have been placed in foster care to maintain a healthy relationship with each other; and
Whereas, We join in wishing the best to the Board of Directors and administration of the Child and Family Services; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate the opening and dedication of the new building for the Child and Family Services, Capital Area. May their future bring great success and satisfaction; and be it further

A resolution to urge the Democratic National Committee to select Detroit to host its 2004 national convention.
Whereas, The selection of the host city for a national political convention during a presidential election year is a decision that holds significance not only for the city and the party, but also for the entire country. The community that hosts such a national gathering can lend its personality and vibrancy to this vital step in our political process; and
Whereas, Detroit is exceptionally well suited to host the 2004 Democratic national convention. This energetic city, rich in history and promise, is unique among American communities in many ways. While a world center for industry, it is quickly becoming a focal point for many emerging technologies. An international gateway, Detroit is a leader in international commerce and cooperation with its Canadian neighbors. Michigan's largest city, Detroit is historically a blue collar town, yet it boasts some of the nation's most renowned educational institutions nearby. Its rich diversity reflects the best of our American heritage; and
Whereas, Apart from the human capital of the Motor City region, Detroit features the facilities and amenities needed to accommodate the challenges of a national political convention. Its great success in this regard is highlighted by its work in hosting the 1980 Republican national convention; and
Whereas, If a national political convention also seeks to measure the pulse of the country, Detroit offers incomparable insights. Its rich tapestry of cultures reflects the human resources that represent our greatest strength as we prepare to meet the challenges of the future; now, therefore, be it

A resolution designating the week of May 19-25, 2002, as Emergency Medical Services Week.
Whereas, Emergency medical services are a vital public service. The members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week, 365 days a year; and
Whereas, Emergency medical services providers have traditionally served as the safety net of Michigan's health care system. Emergency medical services teams consist of emergency physicians, nurses, and medical technicians, and paramedics, firefighters, educators, administrators, and others; and
Whereas, Approximately two-thirds of all emergency medical services providers are volunteers. The members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and they continue their education to enhance their skills; and
Whereas, The people of Michigan benefit daily from the knowledge and skills of these highly trained individuals. It is appropriate to recognize the value and the accomplishments of the emergency medical services providers; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body designate the week of May 19-25, 2002, as Emergency Medical Services Week. We encourage Michigan to observe this week with appropriate programs, ceremonies, and activities; and be it further

EXECUTIVE REORGANIZATION
WHEREAS, Article V, Section 1, of the Constitution of the state of Michigan of 1963 vests the executive power in the Governor; and
WHEREAS, Article V, Section 2, of the Constitution of the state of Michigan of 1963 empowers the Governor to make changes in the organization of the Executive Branch or in the assignment of functions among its units which he considers necessary for efficient administration; and
WHEREAS, Act No. 72 of the Public Acts of 1937, as amended, being Section 408.201 et seq. of the Michigan Compiled Laws, created the Division on Deafness and the Advisory Council on Deafness within the Department of Labor; and
WHEREAS, Executive Order 1996-2, being Section 445.2001 of the Michigan Compiled Laws, transferred the Division on Deafness and the Advisory Council on Deafness from the Department of Labor to the Family Independence Agency; and
WHEREAS, the current names of the Division on Deafness and the Advisory Council on Deafness do not accurately describe the entire population served by those entities; and
WHEREAS, it is necessary in the interests of efficient administration and the effectiveness of government to effect changes in the organization of the Executive Branch of government.
NOW, THEREFORE, I, John Engler, Governor of the state of Michigan, pursuant to the powers vested in me by the Constitution of the state of Michigan of 1963 and the laws of the state of Michigan, do hereby order the following:
The Division on Deafness is hereby renamed the Division on Deaf and Hard of Hearing.
The Advisory Council on Deafness is hereby renamed the Advisory Council on Deaf and Hard of Hearing.
