Rep. Drolet, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
This legislation is connected to a package of bills that will protect children from prostitution. Each of the other bills will provide harsher penalties for adults who engage in prostitution activity with minors. Excepting for this bill, this is a fine package of legislation and it will enhance the legal system's ability to protect some of our most vulnerable citizens. Unfortunately, this particular proposal is aimed only at adult offenders, rather than those who corrupt children. As such, it enhances an already flawed policy and drains resources away from the legitimate effort to counteract child prostitution.
Absent an explicit financial transaction, sex between consenting adults is not a felony and rarely rises to the level of misdemeanor. We don't incarcerate people for having sex. But, when a monetary agreement is added to the equation, Michigan law defines it as 'prostitution', and we prosecute the participants as criminals. Three offenses can lead to a felony conviction, and a prison sentence. This bill increases the penalties, and makes it easier to justify felony convictions. In effect, it would make prostitution a more serious crime, with more substantial consequences.
Reasonable people can differ about the legality of prostitution. Even within this nation, there are jurisdictions where it is legal and licensed by state governments. Absent draconian measures such as stoning the participants (a tactic preferred by our adversaries in the war on terrorism), a compassionate and civil society will never eradicate the practice of prostitution through legislation and criminal sanction. There are solid historical reasons why it is known as the world's oldest profession.
What reasonable people cannot differ on is the cost of prosecuting and incarcerating those who engage in these practices. Any dollar that we devote to this endeavor will detract from dollars than can be spent prosecuting drunk drivers, rapists, murderers, and various other violent and property criminals who injure clearly identifiable victims.
Regarding the present matter, stiffer sanctions for consenting adults who engage in prostitution activities will detract from resources that should be devoted toward stiffer sanctions on adults who engage children in the act of prostitution. A single prison bunk can hold only one offender, and we should set our priorities accordingly.
I strongly support and will enthusiastically endorse the rest of the bills in this package and will vote in the affirmative. Unfortunately, though doubtlessly well-intentioned, this particular bill undercuts the spirit of the rest, and should be defeated."

A resolution honoring Dennis W. Archer upon his retirement from public office as the Mayor of Detroit.
Whereas, It is with a strong sense of admiration for all of the sacrifices he has made, on behalf of the people of Detroit, that we salute Dennis W. Archer. His retirement from public office as the Mayor of Detroit marks the end of an era of effectiveness and efficiency in public service. Dennis W. Archer has served as Mayor of Detroit since January 1, 1994. He was elected to his first four-year term in November of 1993 and was re-elected with 83 percent of the vote in November of 1997; and
Whereas, In the eight years since Dennis W. Archer began his responsibilities as the Mayor of Detroit, the people of Detroit have appreciated the dedication and belief in this community's future that have marked all elements of his work. At a time in our history in which local officials face many challenges and changes, Dennis W. Archer has responded with energy and a heartfelt concern for the citizens, businesses, and institutions of Detroit; and
Whereas, Dennis W. Archer is President of the National League of Cities, serves on the Executive Committee of the United States Conference of Mayors, and is President of the National Conference of Democratic Mayors. He is on the Board of Directors of the National Conference of Black Mayors, and a member of the Board of Governors of the American Bar Association. He is also a member of the Advisory Board of the Brookings Institution Center on Urban and Metropolitan Policy; and
Whereas, Dennis W. Archer has received a dozen honorary doctorate degrees from colleges and universities. He was named Public Official of the Year in 2000, received an Award of Excellence, was named 1998 Newsmaker of the Year by Engineering News-Record magazine, named one of the 25 most dynamic mayors in America, and named one of the 100 Most Influential Black Americans by Ebony magazine; and
Whereas, Dennis W. Archer takes with him into retirement many memories of the difficult tasks that have fallen to him and valuable insights into the complexity of our system of government. Whereas, It is a great honor to join with the Checker Cab Company and the family and friends of Ms. Donna M. Hardy to honor her for being chosen by the Taxi, Limousine & Paratransit Association as its 2001 Taxi Cab Driver of the Year. Donna M. Hardy has been a driver in Detroit for the past 15 years. She is the first driver in Detroit to ever receive this prestigious award from the industry's international trade association; and
Whereas, Ms. Donna M. Hardy has been driving a cab for the Checker Cab Company since 1986. She not only has an impressive driving record, but has also built up a steady and loyal clientele. When Ms. Donna M. Hardy was told that she had received this award, she said, " I am truly honored to receive this award. I work hard and take pride in everything I do and in the city in which I live. I hope that every rider can leave my cab having had a pleasant experience. Every day, I try to be Detroit's concierge. I think this award shows the rest of the country that the bad things they have heard about Detroit are nothing but myths and I hope this might encourage others to visit."; and
Whereas, It is because of the effort that Ms. Donna M. Hardy has put forth on behalf of the people of Detroit, that we offer this expression of our thanks. As the people of Detroit recognize the loyalty and devotion to public service of this conscientious individual, we add our sentiments of gratitude for a job well done; and
Whereas, In her 15 years of service to the people of Detroit, Ms. Donna M. Hardy has been working in the public arena during an era of great change. With the personal sense of duty that Ms. Donna M.
