e/d/s = entered during session

Rep. Ed Vaughn, from the 4th District, offered the following invocation:

"Great God, make us decent, orderly, appreciative, useful, courageous and kind in the work of this day. Let us not weaken ourselves in anger, cheapen ourselves by boasting or play the fool by lying. Help us to remember that there are others in the world besides ourselves and that they are men and women like unto us. Teach us to observe the rules of the game; to come through defeat victorious and out of victory slowly. Let us not be unmindful of the gift of friend or foe, for both are much of our own making. For our own sake and for the sake of our colleagues, keep us wholesome and cheerful, but if the devil or error should grip us at times, grant us the good sense to go quietly alone until the impulse to act wrongly shall have passed. At the end of each day, bring us to our beds with a knowledge that greed, malice, envy and hatred have played a lesser part in our thinking and that our weariness is the result of well doing.

May the God of all the human family hear our prayer. Amen."

House Resolution No. 434.

A resolution to commend the 2000 Jackson Lumen Christi Football Team and Coach Herb Brogan for winning the Division 5 High School Football State Championship.

Whereas, The enthusiasm, teamwork, and dedication has personified the members and coaches of the Jackson Lumen Christi High School football team. On behalf of everyone who supported this spirited group of student athletes, it is most appropriate to extend to them the highest praise and sincerest congratulations on their undefeated season; and

Whereas, With their remarkable success throughout the 2000 campaign, these talented athletes have earned the admiration of their families and all who follow football in this state. Fans of the Titans have every reason to shout themselves hoarse as their team rounded out the year with a 14-0 record that goes down in Lumen Christi history as the absolute best ever; and

Whereas, Under the skilled guidance of Coach Herb Brogan, the Lumen Christi football team certainly made the 2000 season one for the record books. With remarkable consistency, the Titans reeled off 14 consecutive victories on route to a sounding 42-15 defeat of Spring Lake for the Division 5 state title at the Pontiac Silverdome before 16,771 fans; now, therefore, be it

Resolved by the House of Representatives, That we extend the highest praises to the members of the Jackson Lumen Christi High School football team in recognition of their exceptional 2000 season. May they know of our pride in their accomplishment; and be it further

Resolved, That copies of this resolution be transmitted to the 2000 Jackson Lumen Christi High School Football Team and the coaches.

Pending the reference of the resolution to a committee,

Rep. Raczkowski moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

Reps. Gieleghem, DeHart, Cherry, Kelly, Hansen, Jansen, LaForge, Schermesser, Sheltrown, Spade, Jellema, Martinez, Clark, Baird, Garcia, Lemmons, Prusi, Wojno, Price, Bovin, Ehardt, Pappageorge, Birkholz, Raczkowski, Vander Roest, Caul, Shulman, Hager, Mead, Jacobs, Voorhees, DeWeese, Jamnick, Callahan, Minore and Switalski offered the following resolution:

House Resolution No. 435.

A resolution offered in commemoration of National Family Caregivers month.

Whereas, As November 2000 has been proclaimed National Family Caregivers month, we are made more and more aware of those among us who selflessly and compassionately devote themselves to caring for a frail, chronically ill, or disabled loved one. These dedicated caregivers are the major providers of long-term care for many throughout Michigan and the entire country; and

Whereas, Many of these caregivers make great personal sacrifices, and yet their devotion makes an extraordinary contribution to the quality of life and dignity of their loved ones. They dramatically reduce the demands on our health care system. Caregivers often have little free time while they juggle the demands of home and work while meeting the special needs of those in their care. Some caregivers have the support of other family or friends, but many do not; and

Whereas, The mental and physical stress they suffer is often times unbearable. Studies have indicated that such stress contributes to a higher mortality rate among elderly caregivers who themselves have a history of chronic illness; and

Whereas, We know there are ways to assist caregivers in their important tasks. Many programs through the Older Americans Act, from home-delivered meals, to transportation, to legal assistance, have given individual caregivers some measure of support. We are greatly encouraged by the passage of the National Family Caregiver Support Program which will allow us to expand these services to include respite care and other support services so desperately needed by these unsung heroes; and

Whereas, Caregiving touches us all, within our own families and within our communities. As we observe National Family Caregivers month, let us thank the millions of devoted men and women who work so hard to enable our loved ones who are frail, chronically ill, or living with disabilities to live in dignity in the warmth and familiarity of home; now, therefore, be it

Resolved by the House of Representatives, That we commemorate November 2000 as National Family Caregiver month to honor those who do so much to make so many lives better.

Pending the reference of the resolution to a committee,

Rep. Raczkowski moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Godchaux, Pumford, Jelinek, Cherry, Kelly, Hansen, Jansen, LaForge, Schermesser, DeHart, Sheltrown, Spade, Jellema, Martinez, Clark, Baird, Lemmons, Prusi, Wojno, Price, Bovin, Ehardt, Pappageorge, Birkholz, Geiger, Cassis, Ruth Johnson, Raczkowski, Bishop, Vander Roest, Caul, Shulman, Hager, Mead, Jacobs, Voorhees, DeRossett, DeWeese, Julian, Jamnick, Minore, Switalski and Allen offered the following resolution:

House Resolution No. 436.

A resolution to recognize the service to the education community by Dorothy A. Beardmore.

Whereas, Dorothy Beardmore was elected to the State Board of Education in November of 1984; and

Whereas, Dorothy Beardmore has promoted education reform throughout her time on the State Board, beginning with new teacher certification rules in 1985, chairing a National Association of State Boards of Education (NASBE) study, "Rethinking Curriculum, A Call for Fundamental Reform" in 1988, and in 1989 focused on "Today's Children, Tomorrow's Survival: A Call to Restructure Schools"; and

Whereas, From 1995-1997, Dorothy Beardmore chaired the NASBE/CDC (U.S. Centers for Disease Control and Prevention) "Healthy Schools Network," a fifteen state inter-agency coalition to promote health for school age children and their families; and

Whereas, In 1995 and 1996, she was a member of a NASBE study on "State Governance Systems for Education," and in 1999 chaired the NASBE study on "Confronting Social Issues: The Role of Schools," and she is the 2000 Chair of the Resolution Committee; and

Whereas, Dorothy Beardmore is one of Michigan's representatives to the Midwestern Higher Education Commission, a consortium of ten Midwestern states and their public and independent post-secondary institutions; and

Whereas, Dorothy Beardmore served ten years on the Board of Education of Oakland Schools from 1974-1984. She served on Oakland County Community Health Services Education Task Force in 1978 and 1979 and served eight years on the Rochester Board of Education from 1967-1975; now, therefore, be it

Resolved by the House of Representatives, That members of this legislative body recognize, celebrate, and thank Dorothy Beardmore for the years of service to the educational community and the children of this great state of Michigan; and be it further
