"Father, we love You so much and I thank You so much for the avenue of prayer that You gave to us that we can talk to a living God. Lord, You told us in Your word to pray for all of those in authority so that we can live peaceable and quiet lives. You also told us to call on You, Lord, and You would show us things that we don't know anything about. So, we make specific requests to You today because we know that You said that, if we are confident that You hear our prayers, our request will be answered. So, Father, we ask that Your will would be done in this session today. We pray that You would give these ministers of Yours Your thoughts. We ask that You would expose hidden agendas that are not Yours. We ask that You would give them long-range visions as to how the bills that they work with today will affect the adults and the children in the state of Michigan. Lord, we ask You to help them think clearly and quickly and settle differences quickly in this session so that it can get out in proper timing. May their words be few, concise and meaningful and all idle chatter be gone so that the time would be wisely used. Lord, we honor these--Your representatives. I ask You to bless them today. I ask You to bless their families. I ask You to protect them by Your angel protection. Give them everything that they need and let each one know how much You love them. Bless them now as they do Your will and the will of the people whom they represent. In Jesus' name, Amen."

Amend page 6, line 7, after "TO," by striking out the balance of the subsection and inserting "EVIDENCE THAT PUBLICATION OR AVAILABILITY OF A RECORD OF THE PROCEEDING COULD PLACE THE PETITIONER OR ANOTHER INDIVIDUAL IN PHYSICAL DANGER, SUCH AS EVIDENCE THAT THE PETITIONER OR ANOTHER INDIVIDUAL HAS BEEN THE VICTIM OF STALKING OR AN ASSAULTIVE CRIME.

(2) EVIDENCE UNDER SUBSECTION (1) OF THE POSSIBILITY OF PHYSICAL DANGER MUST INCLUDE THE PETITIONER'S OR THE ENDANGERED INDIVIDUAL'S SWORN STATEMENT STATING THE REASON FOR THE FEAR OF PHYSICAL DANGER IF THE RECORD IS PUBLISHED OR OTHERWISE AVAILABLE. IF EVIDENCE IS OFFERED OF STALKING OR AN ASSAULTIVE CRIME, THE COURT SHALL NOT REQUIRE PROOF OF AN ARREST OR PROSECUTION FOR THAT CRIME TO REACH A FINDING OF GOOD CAUSE UNDER SUBSECTION (1)." and renumbering the remaining subsections.

House Resolution No. 290.

A resolution to memorialize the Congress of the United States to eliminate the earnings test for Social Security benefits that penalizes older Americans for working.

Whereas, In the six and one-half decades since Social Security was established, this program has played a major role in transforming the standard of living for millions of our citizens, especially older American workers. Over this same period of time, changes have taken place in our society that have necessitated adjustments to numerous aspects of Social Security; and

Whereas, An aspect of Social Security that needs serious revision is the manner in which benefits are determined and reduced when a senior citizen works. Under the current law, an earnings test is applied to reduce the amount of Social Security benefits for a person who chooses to work. Under this mechanism, a person receiving retirement benefits has their benefits reduced by a dollar for every three dollars the person earns that exceed the threshold of $15,500. This penalty forces seniors to choose between working and the benefits they have rightly earned throughout their working lives; and

Whereas, The earnings test, while it has been adjusted, remains a vestige of a different age in the American workplace. Our life expectancies are far higher than years ago, and our economy faces labor shortages instead of the labor surpluses of the past. The knowledge, experience, and contributions of older American workers constitute resources that must not be squandered because of shortsighted and outdated public policies; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to eliminate the earnings test for Social Security benefits that penalizes older Americans for working; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on House Oversight and Operations.

Messages from the Senate

House Bill No. 4620, entitled

A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1224 (MCL 500.1224), as amended by 1981 PA 1.

The Senate has passed the bill, ordered that it be given immediate effect and pursuant to Joint Rule 20, inserted the full title.

The House agreed to the full title.

The bill was referred to the Clerk for enrollment printing and presentation to the Governor.

Senate Concurrent Resolution No. 30.

A concurrent resolution calling for better access to credit for farmers, food processors, and agricultural cooperatives.

Whereas, The agriculture industry in Michigan and across much of the country is facing serious difficulties. The severity of this problem is best explained in this state by the steady and significant decline in the number of farms operating in Michigan and the total acreage in agricultural production. The traditional family farm, with farming as the sole occupation, is disappearing in many parts of the state; and

Whereas, Although farming has always depended a great deal on access to capital for the enormous costs of operations, this situation has become more severe as corporate farming increases and places pressure on smaller farms. The economic crisis facing farming is also strongly tied to the difficulties faced by processors and cooperatives. The same difficulties in obtaining capital threaten smaller facilities performing the services of handling and storing crops on their way to the market; and

Whereas, In recent years, with expansion of markets and freer trade in agricultural products, a new wave of economic and political considerations are bringing added pressures to Michigan agriculture. The availability of credit to finance farming is further strained and further favors massive operations; and

Whereas, The credit problems facing farms, processors, and cooperatives must not be ignored. The production of food will always be critical to our state's economy and future. Stronger efforts must be made to open up credit to assure the viability of Michigan agriculture; now, therefore, be it

Resolved by the Senate (the House of Representatives concurring), That we call for better access to credit for farmers, food processors, and agricultural cooperatives; and be it further

Resolved, That copies of this resolution be transmitted to the United States Department of Agriculture and Michigan Department of Agriculture.

The Senate has adopted the concurrent resolution.
