"Our Heavenly Father, we thank You, Lord, for the privilege of being a servant of Thine. We thank You, Lord, for the responsibilities that You place on each of us. We pray, Lord, for this House of Representatives. We ask Your blessings upon each one hundred and ten. We pray, Lord, that You would help each of them to know and understand their responsibility and to realize that, they too, are servants of the Lord. We know that Thou art the creator of human government. Therefore, Lord, we pray that as these individuals govern, that You would help them to vote in a way that would honor Thee. We thank You, Lord, that we are a nation and a state under God. We thank You, Lord, that we as a nation still say, 'In God we trust'. As a Christian nation, I pray, Father, that our votes, our opinions and our own will will be according to the will of God--the will of Thy word. Bless us, we pray, as a state. Help in the deliberation today that we might honor Thee. We pray, Lord, that You would continue to have Your hand upon this august body so that we might please Thee in all that we do and say. May we honor Thee as a government. May we please Thee even in our personal lives and be used of Thee in the way that You see fit. We pray that You bless us this day and the rest of this session in Jesus' name. Amen."

A bill to codify the licensure and regulation of certain persons engaged in processing, manufacturing, production, packing, preparing, repacking, canning, preserving, freezing, fabricating, storing, selling, serving, or offering for sale food or drink for human consumption; to prescribe powers and duties of the department of agriculture; to provide for delegation of certain powers and duties to certain local units of government; to provide exemptions; to regulate the labeling, manufacture, distribution, and sale of food for protection of the consuming public and to prevent fraud and deception by prohibiting the misbranding, adulteration, manufacture, distribution, and sale of foods in violation of this act; to provide standards for food products and food establishments; to provide for enforcement of the act; to provide penalties and remedies for violation of the act; to provide for fees; to provide for promulgation of rules; and to repeal acts and parts of acts.

Was read a second time, and the question being on the adoption of the proposed substitute (H-1) previously recommended by the Committee on Health Policy,

A resolution honoring Novi High School for being recognized as a Michigan Blue Ribbon School.

Whereas, It is with great pleasure we commend the students, teachers, staff, and parents of Novi High School upon its selection to receive special honors as one of Michigan's 14 Blue Ribbon Schools. This recognition is a well-earned milestone, especially for the students who participated in the process leading up to this honor, a milestone symbolic of innovation, planning, and the personal commitment of many people who share the belief that education is one of the greatest gifts we can give our children; and

Whereas, Attaining the level of excellence reflected at Novi High School is attributed to a unity of purpose that brings together all the elements of a successful learning environment. This award is based upon curriculum, school culture, teaching processes, community involvement, and other factors highlighting the inclusive academic atmosphere of the Novi school system we can all be proud of; and

Whereas, Principal Jennifer Cheal, Superintendent Dr. Emmett Lippe, and all the good parents, teachers, and staff of Novi High School realize that a key part of achieving great results is by expecting great results, and students have proved this theory by accepting nothing less than their best. Clearly, the students at Novi High School are fortunate to have the opportunities before them; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body congratulate the students, teachers, staff, and parents of Novi High School as they receive the honor of being named a Michigan Blue Ribbon School. We wish them luck at the next level for an award, that of national recognition and look forward with anticipation as they continue to turn innovative concepts into reality; and be it further

House Resolution No. 286.

A resolution honoring Jaramogi Abebe Agyemon, the Rev. Albert Cleage, Jr.

Whereas, It is with sincere appreciation for the manner in which Jaramogi Abebe Agyemon's, the Rev. Albert Cleage, Jr.'s outstanding leadership has enriched lives throughout the entire community that we join with the grateful congregation of the Pan African Orthodox Christian Church in giving thanks for this great and wise leader. He was an incredible beacon of light and a visionary for the African American Community; and

Whereas, Jaramogi Abebe Agyemon, as founder and leader of the Pan African Orthodox Christian Church, commonly know as the Shrine of the Black Madonna, helped launch the political careers of many African-American city officials, judges, and state representatives for three decades. Without his fiery approval, clout, and the Shrine's political arm, the Black Slate Inc., candidates committed to the black community often found themselves on the winning end of campaigns; and

Whereas, An Indianapolis native, Jaramogi was raised in Detroit. His father, Dr. Albert Cleage, Sr., was one of Detroit's first black physicians. Jaramogi earned a bachelor's degree from Wayne State University in 1937 and earned a divinity degree from Oberlin College Graduate School of Theology in Ohio. He served in churches in Lexington, Kentucky, San Francisco, California, and Springfield Massachusetts. He was appointed pastor of St. Mark's Community Church on Detroit's westside in 1951. He later formed the Central United Church of Christ, which became the Shrine of the Black Madonna, and is currently known as the Pan African Orthodox Christian Church. Since that time other churches that have been founded in Atlanta and Houston; and

Whereas, From the pulpit to picket lines he worked to get equal employment for blacks and fought against social injustice and racism. He was a great champion of civil rights and encouraged blacks to achieve. He helped get blacks into the public school system, led a march down Woodward Avenue for civil rights, and originated the Black Slate Inc., which helped get Mayor Coleman Young and a series of judges elected. He was very dedicated and committed to the ministry, his people, and liberation. He was very influential in bringing the fighters for liberation to this area and inspiring them like Malcolm X, Stokely Carmichael and many other people prominent in the movement for African Liberation in the 60's; and

Whereas, He founded Central United Church of Christ in 1953 and called it the only Christian Black nationalist place of worship in the country. He preached that Jesus was black and was a revolutionary who was persecuted by the Romans and betrayed by his own people. By 1970 he had taken his philosophy of black nationalism a step further by changing the name of his church to the Shrine of the Black Madonna. He also took the Swahili name Jaramogi Abebe Agyemon. He was a remarkable man and really the father of black theology. He published a book on black theology in 1968 called, The Black Messiah, which was translated into 14 languages. His theological views and opinions were also published in his 1972 work Black Christian Nationalism: New Directions for the Black Church. The Beulah farm was his dream. He hoped it would eventually grow into a complex complete with dairy, cattle, timberland, agricultural operations, and a cannery; and

Whereas, Jaramogi wanted blacks to support black-owned businesses like they did before laws banning discrimination were enacted. Jaramogi was one of the first black leaders who had an impact on the whole concept of black empowerment. Jaramogi served as an ambassador to our brothers and sisters all across the world. He was a good family man, friend and leader in the community. The community benefited from Jaramogi Abebe Agyemon's "Master Teacher" dedication through the way he inspired and touched many lives. He served as a role model for both young and old by his actions and words. His knowledge was unending and his ability to draw from history, his everyday life experiences, and ability to relate to everyone in the church and community will be missed. It is a great loss; now, therefore, be it

Resolved by the House of Representatives, That we commemorate this great and wise man who was a leader while with us and will serve as inspiration in his passing; and be it further

Resolved, That a copy of this resolution be transmitted to the Cleage family and the Pan African Orthodox Christian Church.
