"In the beginning, God created Heaven and Earth. Let us remind the members of this floor that God was here first--not us. He allowed us to become a part of this great humankind. Let us remind ourselves that those who partake in evil, jealous and envious actions against one another are not conducting the house of the Lord or providing services to the constituents in which they are serving. May God reach out to those individuals who have envy and jealousy in their heart. In His name may we pray. Amen."

A bill to amend 1980 PA 350, entitled "The nonprofit health care corporation reform act," (MCL 550.1101 to 550.1704) by adding section 402c.

The motion was seconded and the substitute (H-3) was adopted, a majority of the members serving voting therefor.

1. Amend page 2, following line 17, by inserting:

"(D) IF A MEMBER IS DIAGNOSED WITH CANCER PRIOR TO A PHYSICIAN'S TERMINATION AND THE PHYSICIAN WAS TREATING THE CANCER BEFORE THE DATE OF TERMINATION, FOR THE REMAINDER OF THE MEMBER'S LIFE FOR CARE DIRECTLY RELATED TO THE TREATMENT OF THAT CANCER.".

They are small steps: when the majority stripped the bill of significant additional positive steps, I voted no in protest of the procedures and processes by which many good provisions that were previously incorporated and supported overwhelmingly, were stripped."

Whereas, Founded in 1998, River Day was conceived as an opportunity to have local groups, businesses, churches, and individuals increase their interaction with the river as we know and celebrate it today. Inspired by other river commemorations, the Clinton River Watershed Council wished to involve more local interest in river investment. Whereas, In observing this 1999 River Day and working in cooperation with the Friends of the Rouge River, the Huron River Watershed Council, and the Friends of the Detroit River, the Clinton River Watershed Council communities will join together to acclaim their rivers in numerous ways. Through clean-up efforts, canoe trips, fishing exhibitions, sharing of water quality information, storm drain stenciling, and wetlands walks, we will all learn a little more about our precious resource and further our commitment to the Clinton River's preservation. Senate Concurrent Resolution No. 12.

A concurrent resolution to express support for efforts to increase public awareness of the severe health risks related to obesity and to encourage people to make responsible lifestyle changes, and commemorate July 1999 as Obesity Awareness Month.

Whereas, One of the most significant public health issues facing Michigan and our country is the problem of obesity. This problem leads to a host of grave conditions, including hypertension, type two diabetes, cardiovascular disease, respiratory complications, and osteoarthritis. Public health officials across the country are especially concerned over the increased rates of obesity among young people; and

Whereas, Apart from the immeasurable costs to the quality of people's lives, obesity exacts an enormous financial toll on our society. Each year, billions of dollars are lost directly and indirectly, through lost productivity and costs of care. All of these costs, both human and economic, are especially frustrating due to the fact that a great portion of the problems created by obesity are preventable; and

Whereas, Traditional strategies of better nutrition and exercise have been accompanied by research that recommends that people spend less time in front of their televisions and increase their physical activity; and

Whereas, There needs to be an increase in public awareness of the fact that even relatively easy behavioral changes can save lives and money for our state. This is clearly an area where prevention offers significant rewards; now, therefore, be it

Resolved by the Senate (the House of Representatives concurring), That we express support for efforts to increase public awareness of the severe health risks related to obesity and to encourage people to make responsible lifestyle changes and designate July 1999 as Obesity Awareness Month; and be it further

Resolved, That copies of this resolution be transmitted to the Department of Community Health.

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 15b (MCL 247.665b), as added by 1997 PA 79.
