House Resolution No. 36.
A resolution to memorialize the National Football League to maintain the Thanksgiving Day tradition in Detroit by guaranteeing the Detroit Lions be a host team.
Whereas, The Detroit Lions began the tradition of playing football on Thanksgiving Day on November 29, 1934, which was the same year the team located in Detroit; and
Whereas, The Detroit Lions hosted the Chicago Bears before a crowd of 26,000 loyal fans in that same game. Since then, over three million Detroit Lions fans have attended the game on Thanksgiving Day; and
Whereas, A Thanksgiving Day football game hosted by the Detroit Lions has been a part of the history and tradition of the National Football League and of the entire state of Michigan for the past 65 years, interrupted only by the Second World War; and
Whereas, The Thanksgiving Day game itself predates the admission of 23 current franchises into the National Football League; and
Whereas, Four generations of Michiganians have shown tremendous support of the Thanksgiving Day football tradition; and
Whereas, The team's proposed move to a new downtown stadium, which has been overwhelmingly supported by the people of Wayne County, will further enhance the Thanksgiving tradition while making a significant contribution to the social and economic rebirth of the City of Detroit; and
Whereas, The Ford Family has made significant contributions to the state of Michigan and the National Football League; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the National Football League to keep the Thanksgiving Day football tradition alive in Detroit; and be it further
Resolved, That copies of this resolution be transmitted to each National Football League franchise owner, Commissioner Paul Tagliabue, and the members of the Michigan House of Representatives.

Whereas, Sandy Harris has volunteered with numerous organizations, including Juvenile Diabetes Foundation, Adopt a Highway, American Cancer Society, Clinton Valley Carnival, Special Olympics, Habitat for Humanities, Macomb County Rotating Emergency Shelter Team, Macomb Intermediate School District Homeless Project, St. Leo's Soup Kitchen, Walk for Warmth at St. Clement Church, Karmanos Cancer Institute, Multiple Sclerosis Walk, Michigan Special Olympics, American Cancer Society, Easter Seals Society, and Friends of Children; and
Whereas, Ms. Harris also showed her boundless energy and compassion by creating a square for homeless AIDS victims; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commend Sandy Harris for her caring and hard work, serving as a role model for young and old alike; and be it further

A resolution of tribute to The Frost as they begin their 30-year reunion tour.
Whereas, The late 60's were a fertile time for popular music in Michigan. Bands such as Ted Nugent and the Amboy Dukes, the Bob Seger System, and Grand Funk Railroad gained national attention with a raw, seminal sound that put a "made in Michigan" stamp on rock and roll; and
Whereas, One of the most beloved of the Michigan-based bands to come out of this era was The Frost, whose hits included "Rock and Roll Music," recorded live at Detroit's legendary Grande Ballroom, "Mystery Man," and "Donny's Blues" on three albums that brought them national attention. Band leader Dick Wagner went on to a stellar career with rock legends including Lou Reed, Peter Gabriel, Hall & Oates, Aerosmith, Kiss, Air Supply, Meatloaf, and Alice Cooper, for whom he served as both musical director and lead guitarist; and
Whereas, Dick Wagner's recent return to Michigan has resulted in the reunion of The Frost with original members Donny Hartman on rhythm guitar and Bobby Rigg on drums. Wagner has also built a new studio in downtown Saginaw, providing an outlet for his legendary production skills. As The Frost kick off their 30-year reunion tour with a March 27 show at Saginaw's Heritage Theater, baby boomers (and their babies) are rediscovering the sounds that both moved their feet and rattled their eardrums; now, therefore, be it
Resolved by the House of Representatives, That we welcome the return of The Frost to the concert stage and wish them well as they reunite with their many fans across Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to The Frost as evidence of our esteem and appreciation for their music.

House Resolution No. 39.
A resolution commemorating March 1999 as Red Cross Month in Michigan.
Whereas, The Congress of the United States chartered the American Red Cross, and the President of the United States has designated March as "Red Cross Month"; and
Whereas, The Red Cross is an independent and fully qualified tax-exempt charitable corporation, not part of any government organization nor dependent on government for funding to perform its ongoing services and programs; and
Whereas, The American Red Cross is a humanitarian organization led by volunteers and depends on individual contributions of time and money to sustain its mission to the people of Michigan and the United States; and
Whereas, Michigan is the proud home of 34 newly rechartered Red Cross chapters, employing 516 paid staff persons and supported by more than 47,633 volunteers, providing services to nearly one million of the nine million Michigan residents; and
Whereas, The Red Cross in Michigan assisted with the collection of more than 370,000 pints of blood for hospital patients from only five percent of the adult population of the state; and
Whereas, All the Red Cross chapters in Michigan heartily endorse the concept of requiring that new teachers in the state be required to complete training in first aid and cardiopulmonary resuscitation, as well as endorsing the requirement that new interscholastic athletic coaches be required to complete the study of a short course in sport safety training developed in conjunction with the United States Olympic Committee, both requirements being designed to ensure the safety of young Michigan students in school systems across the state; and
Whereas, The Red Cross chapters in the hometowns of Michigan provide a broad range of services to the people of the state by responding to personal disasters by providing food, shelter, and clothing to those in need, providing lifeguard and water safety certification, assistance with locating lost family members and contacting members of families in military service, assisting with food bank and heat bank programs for needy families, and providing transportation to medically and/or financially needy persons, teaching HIV/AIDS courses, maintaining telephone contact services for young and old alike, and a wide variety of other services available to those in need; and
Whereas, The Red Cross is redoubling its disaster relief efforts in Michigan by seeking to expand its role in teaching community disaster awareness, improving plans for disaster response, staging supplies in strategic areas, and working more closely with Michigan's network of emergency management persons, having spent $1,500,000+ in serving more than 2,482 persons displaced by personal tragedy in 1998; now, therefore, be it
Resolved by the House of Representatives, That in recognition of its outstanding service to the people of the State of Michigan, we hereby commemorate March as Red Cross Month in Michigan; and be it further
Resolved, That a copy of this resolution be provided to each member of the Michigan House of Representatives to present to the American Red Cross chapters in their hometowns as an expression of our gratitude.

House Resolution No. 40.
A resolution to memorialize the Congress of the United States to enact H.R. 45, the Nuclear Waste Policy Act of 1999, creating an interim nuclear waste storage site while constructing the permanent repository in the Nevada desert.
Whereas, Enactment of H.R. 45, the Nuclear Waste Policy Act of 1999, would allow movement of spent nuclear fuel from 78 individual locations in 35 states to a single location. A permanent underground repository is needed to provide safe and secure long-term disposal of this spent fuel and waste; and
Whereas, The deadline for acceptance of spent fuel and waste by the Department of Energy was one year ago. H.R. 45 would accelerate acceptance of spent fuel and waste by the Department of Energy by authorizing an interim storage facility at Yucca Mountain; and
Whereas, Michigan residents deserve protection of the $323.8 million investment they have made toward the construction of a permanent site. They have every right to demand that the federal government honor its commitment to the nation in a timely and cost-effective manner. There can be no further delay in carrying out the provisions of the Nuclear Waste Policy Act of 1982. Michigan residents are entitled to the safety and economic benefit to be gained by permanent disposal; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact the Nuclear Waste Policy Act of 1999; and be it further
Resolved, That a copy of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Bill No. 4237, entitled
A bill to amend 1982 PA 295, entitled "Support and parenting time enforcement act," by amending sections 33, 35, and 39 (MCL 552.633, 552.635, and 552.639), sections 33 and 35 as amended by 1998 PA 334.
With the recommendation that the following amendments be adopted and that the bill then pass.
1. Amend page 3, line 21, after "IF" by striking out "BOTH" and inserting "ALL".
2. Amend page 3, following line 25, by inserting:
"(C) THE PAYER IS NOT INCARCERATED UNDER ANY OTHER COURT ORDER OR SENTENCE.".
3. Amend page 6, line 2, after "IF" by striking out "BOTH" and inserting "ALL".
4. Amend page 6, following line 6, by inserting:
"(C) THE PAYER IS NOT INCARCERATED UNDER ANY OTHER COURT ORDER OR SENTENCE.".

A bill to amend 1917 PA 138, entitled "An act to authorize the creation of county libraries; to authorize the contracting by the board of supervisors of any county for library service; to authorize the contracting by the board of supervisors of any county or the board of trustees of any regional library with any other municipality for the furnishing of such service; and to provide for a tax for the purposes of this act," by amending section 2 (MCL 397.302), as amended by 1994 PA 77.

A resolution to express to the International Joint Commission Michigan's opposition to any diversion or bulk removal of Great Lakes water.

With the recommendation that the following substitute (H-1) be adopted and that the resolution then be adopted.
Substitute for House Resolution No. 31.
A resolution to express to the International Joint Commission the Michigan House of Representatives' opposition to any diversion or bulk removal of Great Lakes water.
Whereas, Michigan's future is strongly related to the quality of the Great Lakes. Over the years, our state has taken numerous actions to try to safeguard the integrity of the lakes through opposition to all types of water diversion from the Great Lakes basin, including removal of quantities of water in bulk; and
Whereas, The International Joint Commission, the Canadian-American organization established by the Boundary Waters Treaty of 1909 to assist the management of waters along our shared border, is conducting a major investigation of future uses and challenges to these fresh water resources. The commission has cited the concerns of both Canadian and American officials that existing management principles and conservation measures may be inadequate to ensure future sustainable use of shared waters; and
Whereas, The International Joint Commission is seeking comments from individuals and organizations in an effort to provide meaningful recommendations for protection of the lakes. The commission will be studying and issuing recommendations on consumptive uses of water and the potential impact of diversions and withdrawals of water on the region's resources. These are areas of grave concern to the people of this state; now, therefore, be it
Resolved by the House of Representatives, That we express to the International Joint Commission this legislative body's opposition to any diversion or bulk removal of Great Lakes water; and be it further
Resolved, That copies of this resolution be transmitted to the International Joint Commission.
