Motions and Resolutions

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 8.

A resolution offered as a memorial for Raymond L. Baker, former member of the Michigan House of Representatives.

Whereas, The members of this legislative body were saddened to learn of the passing of Raymond L. Baker, who contributed significantly to our state through his profession, his civic activism, and a distinguished tenure as State Representative. We extend our condolences to his family with gratitude for his commitment to public service and accomplishments that continue to strengthen Michigan in several issue areas; and

Whereas, A native of Lake Orion, Raymond Baker studied at the Detroit Institute of Technology and Wayne State University before embarking upon a career in pharmacology. His work in this field included leadership in county, state, and national pharmaceutical associations and recognition from his peers for advancing the standards of this vital health care profession. Mr. Baker also directed his energies and skills to local government as a member of the Berkley City Council prior to his first election to the Michigan House of Representatives in 1960; and

Whereas, In his seven terms as a lawmaker, Representative Baker played a key role during an era of great change for the legislative branch and all of state government. When he came to Lansing, Michigan operated under a constitution drafted in 1908. During his tenure, our present constitution was adopted, with sweeping changes to the structure of state agencies and programs. In addition to his participation in much of this work, Raymond Baker was a strong voice for Michigan's natural resources. He was a long-time member of the Conservation Committee and served as its chair and vice-chair during his career. His service on behalf of our state's resources also included membership on the Governor's Environmental Education Task Force. Clearly, his talents and dedication exerted a strong positive impact on Michigan; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our admiration and respect for the memory of Raymond L. Baker, a member of this legislative body from 1961 to 1974; and be it further

Resolved, That copies of this resolution be transmitted to the Baker family as evidence of our sympathies.

Messages from the Senate

Senate Concurrent Resolution No. 1.

A concurrent resolution expressing the sentiment of the Michigan Legislature that Dr. Samuel A. Mudd was innocent of any complicity in the assassination of President Abraham Lincoln.

Whereas, Dr. Samuel A. Mudd was the southern Maryland doctor who treated the leg of John Wilkes Booth broken when the actor jumped from a theater box after assassinating President Abraham Lincoln at Ford's Theater in our nation's capital in April 1865; and

Whereas, Dr. Mudd was unjustly convicted as a conspirator and imprisoned for years before receiving a pardon from President Andrew Johnson; and

Whereas, A pardon does not admit innocence but merely indicates forgiveness; and

Whereas, Dr. Mudd was following his professional duty as a physician in treating an injured patient whose identity was unknown to him; and

Whereas, History has subsequently revealed that Dr. Samuel A. Mudd acted only as a physician and not as a conspirator and was innocent of the assassination plot; and

Whereas, The good name of the Mudd family has suffered enough the past 134 years for the wrong done to their ancestor; now, therefore, be it

Resolved by the Senate (the House of Representatives concurring), That it is the sentiment of the Michigan Legislature that Dr. Samuel A. Mudd was innocent of any complicity in the assassination of President Abraham Lincoln and that he should not have been tried by a military commission and that the Secretary of the Army should adopt the unanimous recommendation of the Army Board for Correction of Military Records (ABCMR) that his conviction be set aside; and be it further

Resolved, That copies of this concurrent resolution be transmitted to the Mudd family and to the President of the United States.

The Senate has adopted the concurrent resolution.

Pending the reference of the concurrent resolution to a committee,

Rep. Raczkowski moved that Rule 77 be suspended and the concurrent resolution be considered at this time.

The update to the Michigan Drug Strategy is being forwarded to your office for information and review pursuant to Section 1304(a)(2) of the Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program. The application requests $16,926,000.
