SENATE JOINT RESOLUTION H


   February 18, 1999, Introduced by Senators KOIVISTO, DINGELL, 
        BYRUM, NORTH, EMMONS, MC COTTER, MILLER, MC MANUS, GAST,
        PETERS, HOFFMAN and JAYE and referred to the Committee on
        Hunting, Fishing and Forestry.



        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by adding section 25 to article I, to recog-

   nize a right to hunt and take game and fish.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to recognize a right to hunt and take game and

   fish, is proposed, agreed to, and submitted to the people of the

   state:

 1                                ARTICLE I

 2         SEC. 25.  THE PEOPLE HAVE THE RIGHT TO HUNT AND TAKE GAME

 3    AND FISH, SUBJECT ONLY TO LICENSING REQUIREMENTS, HARVEST LIMITS,

 4    AND RESTRICTIONS ON METHODS, SEASONS, TIMES, AND LOCATIONS OF

 5    HUNTING AND TAKING THAT ARE PRESCRIBED BY LAW AND NECESSARY FOR

 6    PUBLIC SAFETY OR THE CONSERVATION OR ENHANCEMENT OF THE NATURAL

 7    RESOURCES OF THE STATE.

 1         Resolved further, That the foregoing amendment shall be

 2    submitted to the people of the state at the next general election
