A joint resolution proposing an amendment to the state con- stitution of 1963, by amending section 46 of article IV, to pro- vide for the death penalty in certain circumstances. Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state con- stitution of 1963, to provide for the death penalty in certain circumstances, is proposed, agreed to, and submitted to the people of the state: 1 ARTICLE IV 2 Sec. 46. No law shall be enacted providing for the penalty 3 of death EXCEPT FOR FIRST DEGREE MURDER. THE LEGISLATURE SHALL 4 PROVIDE BY LAW FOR THE IMPLEMENTATION OF THIS SECTION. 5 Resolved further, That the foregoing amendment shall be 6 submitted to the people of the state at the next general election 7 in the manner provided by law. 00494'99 TVD
