        MC MANUS, GAST, CHERRY and EMERSON and referred to the
        Committee on Natural Resources and Environmental Affairs.



        A bill to amend 1994 PA 451, entitled

   "Natural resources and environmental protection act,"

   by amending section 14511 (MCL 324.14511), as added by 1998 PA

   289.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 14511.  (1) The department shall establish a retired

 2    engineers technical assistance program.  The RETAP shall provide

 3    assistance pursuant to section 14504.  RETAP assistance shall be

 4    conducted by the retired engineers, scientists, and other quali-

 5    fied professionals participating in RETAP.  THE DEPARTMENT MAY

 6    PROVIDE FOR STUDENT INTERNS AT STATE INSTITUTIONS OF HIGHER EDU-

 7    CATION TO WORK WITH THE RETIRED ENGINEERS, SCIENTISTS, AND OTHER

 8    QUALIFIED PROFESSIONALS IN PROVIDING RETAP ASSISTANCE.

 9         (2) The department may contract with public or private

10    corporations to conduct 1 or more RETAP activities.  Prior to

 1    entering into a contract under this subsection, the department

 2    shall submit the proposed contract to the legislature.

 3         (3) The director may establish priorities for RETAP assist-

 4    ance based on the demand for RETAP assistance, the funds avail-

 5    able for the assistance, and the needs of the applicants, taking

 6    into consideration the most effective use of the assistance.
