A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 43517 and 43520 (MCL 324.43517 and 324.43520), as added by 1995 PA 57. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 43517. (1) A parent or legal guardian of a minor child 2 shall not permit or allow the minor child to hunt ENSURE THAT, 3 IF THE MINOR CHILD HUNTS under the authority of a license issued 4 pursuant to this part, on land upon which the parent or guardian 5 is not regularly domiciled without being THE MINOR CHILD IS 6 accompanied by the A parent or guardian or another person 7 authorized by the parent or guardian who is 17 years of age or 8 older. 9 (2) SUBSECTION (1) APPLIES ONLY IF EITHER OR BOTH OF THE 10 FOLLOWING CONDITIONS ARE MET: 01554'99 * TMV 2 1 (A) THE MINOR CHILD IS HUNTING ON LAND UPON WHICH NEITHER A 2 PARENT NOR A GUARDIAN OF THE MINOR CHILD IS REGULARLY DOMICILED. 3 (B) THE LICENSE IS A LICENSE TO HUNT DEER WITH A FIREARM. 4 Sec. 43520. (1) Subject to other requirements of this part, 5 INCLUDING, BUT NOT LIMITED TO, SECTION 43517, the department may 6 issue a hunting license to a minor child subject to both of the 7 following conditions: (a) On UPON application of a parent or 8 legal guardian of the minor child , if the minor child, when 9 hunting on lands upon which the minor child's parents are not 10 regularly domiciled, is accompanied by the parent or guardian or 11 another person authorized by the parent or guardian who is 17 12 years of age or older. (b) Payment AND PAYMENT of the license 13 fee. 14 (2) A license to hunt deer, bear , or elk with a firearm 15 shall not be issued to a person who is less than 14 years of 16 age. 17 (3) A license to hunt shall not be issued to a person who is 18 less than 12 years of age. 19 (4) A person authorized to sell hunting licenses shall not 20 issue a hunting license to a person born after January 1, 1960, 21 unless the person presents proof of previous hunting experience 22 in the form of a hunting license issued by this state, another 23 state, a province of Canada, or another country or a certifica- 24 tion of completion of training in hunter safety issued to the 25 person by this state, another state, a province of Canada, or 26 another country. If an applicant for a hunting license does not 27 have proof of a previous license or a certification of completion 01554'99 * 3 1 of training in hunter safety, a person authorized to sell hunting 2 licenses may issue a hunting license if the applicant submits a 3 signed affidavit stating that they have THE APPLICANT HAS com- 4 pleted a course in hunter safety or that they have THE 5 APPLICANT possessed a hunting license previously. The person 6 selling a hunting license shall record as specified by the 7 department the form of proof of the previous hunting experience 8 or certification of completion of hunter safety training 9 presented by the applicant. 01554'99 * Final page.
