A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," (388.1601 to 388.1772) by adding section 55. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 SEC. 55. (1) IN ADDITION TO THE APPROPRIATIONS UNDER SEC- 2 TION 11, THERE IS APPROPRIATED FROM THE STATE SCHOOL AID FUND AN 3 AMOUNT NOT TO EXCEED $10,000,000.00 FOR 2000-2001 FOR PAYMENTS TO 4 DISTRICTS UNDER THIS SECTION TO HELP OFFSET EXTRAORDINARY SPECIAL 5 EDUCATION EXPENSES. 6 (2) THE AMOUNT PAID TO A DISTRICT UNDER THIS SECTION SHALL 7 BE AN AMOUNT EQUAL TO 1/2 OF THE TOTAL EXCESS EXTRAORDINARY SPE- 8 CIAL EDUCATION EXPENSES INCURRED BY THE DISTRICT FOR THE IMMEDI- 9 ATELY PRECEDING SCHOOL YEAR THAT ARE APPROVED BY THE DEPARTMENT. 10 (3) TO RECEIVE A PAYMENT UNDER THIS SECTION, A DISTRICT 11 SHALL SUBMIT TO THE DEPARTMENT IN THE FORM AND MANNER PRESCRIBED 03984'99 TAV 2 1 BY THE DEPARTMENT AN ITEMIZED STATEMENT OF THE TOTAL 2 EXTRAORDINARY SPECIAL EDUCATION EXPENSES INCURRED BY THE DISTRICT 3 FOR THE IMMEDIATELY PRECEDING SCHOOL YEAR. 4 (4) AS USED IN THIS SECTION: 5 (A) "EXTRAORDINARY SPECIAL EDUCATION EXPENSES" MEANS MONEY 6 EXPENDED BY A DISTRICT TO PROVIDE SPECIAL EDUCATION SERVICES FOR 7 SPECIAL EDUCATION PUPILS, OTHER THAN MONEY EXPENDED FOR TEACHER 8 COMPENSATION, CAPITAL COSTS FOR INSTRUCTIONAL FACILITIES, AND 9 ADMINISTRATIVE COSTS ATTRIBUTABLE TO THOSE PUPILS. 10 (B) "EXCESS EXTRAORDINARY SPECIAL EDUCATION EXPENSES" MEANS 11 THE AMOUNT EXPENDED BY A DISTRICT TO PROVIDE SPECIAL EDUCATION 12 SERVICES FOR SPECIAL EDUCATION PUPILS THAT EXCEEDS 2 TIMES THE 13 AMOUNT PAID TO THE DISTRICT UNDER SECTION 51A(2). 03984'99 Final page.
