HOUSE BILL No. 4928


     September 30, 1999, Introduced by Reps. Richardville, Rick Johnson, Allen, Jelinek,
Julian, Middaugh, Garcia, Kukuk, Garza and Bovin and referred to the Committee on
Transportation.


        A bill to amend 1949 PA 300, entitled

   "Michigan vehicle code,"

   by amending section 909 (MCL 257.909).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 909.  (1) A civil fine which is ordered under section

 2    907 for a violation of this act or other state statute OR FOR A

 3    VIOLATION OF A CODE OR AN ORDINANCE OF A POLITICAL SUBDIVISION OF

 4    THIS STATE SUBSTANTIALLY CORRESPONDING TO A PROVISION OF THIS ACT

 5    shall be exclusively applied to the support of public libraries

 6    and county law libraries in the same manner as is provided by law

 7    for penal fines assessed and collected for violation of a penal

 8    law of the state.

 9         (2) Subsection (1) is intended to maintain a source of

10    revenue for public libraries which previously received penal

 1    fines for misdemeanor violations of this act which are now civil

 2    infractions.

 3         Enacting section 1.  This amendatory act does not take

 4    effect unless all of the following bills of the 90th Legislature

 5    are enacted into law:
