A bill to amend 1991 PA 179, entitled "Michigan telecommunications act," by amending section 505 (MCL 484.2505), as added by 1998 PA 260. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 505. (1) An end user of a telecommunications provider 2 shall not be switched to another provider without the authoriza- 3 tion of the end user. 4 (2) The commission shall issue orders to ensure that an end 5 user of a telecommunications provider is not switched to another 6 provider without the end user's oral authorization, written con- 7 firmation, confirmation through an independent third party, or 8 other verification procedures subject to commission approval, 9 confirming the end user's intent to make a switch and that the 10 end user has approved the specific details of the switch. The 11 order issued under this section shall require that all providers 00252'99 SAT 2 1 comply with the regulations established by the federal 2 communications commission on verification procedures for the 3 switching of an end user's telecommunications provider. 4 (3) As used in this section and section 506: 5 (a) "End user" meanstheA RESIDENTIAL OR BUSINESS retail 6 subscriber of a telecommunications service. 7 (b) "Telecommunications provider" or "provider" means a 8 person that provides 1 or more telecommunications services for 9 compensation.
