        A bill to amend 1971 PA 140, entitled

   "State revenue sharing act of 1971,"

   by amending section 14a (MCL 141.914a).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 14a.  (1) If a special census of a city, village, or

 2    township that levied at least 1 mill local property tax in the

 3    preceding calendar year is determined to meet the requirements of

 4    section 7, the department of management and budget, during  July,

 5     1976 and  each July,  thereafter,  shall  cause to be paid as 

 6    MAKE a supplemental payment to the city, village, or township AS

 7    FOLLOWS:

 8         (A) FOR CITIES, VILLAGES, AND TOWNSHIPS CERTIFIED ON OR

 9    BEFORE JUNE 30 OF THE IMMEDIATELY PRECEDING YEAR, THE PAYMENT

10    SHALL EQUAL its proportionate share of the amount available for

11    this purpose, the share to be determined by multiplying the

 1    aggregate per capita amount of payments it received under

 2    sections 12, 13, 14, and 15 for the preceding July 1 to June 30

 3    payment period by its excess increase in population determined

 4    under section 7.

 5         (B) FOR CITIES, VILLAGES, AND TOWNSHIPS CERTIFIED AFTER JUNE

 6    30 OF THE IMMEDIATELY PRECEDING YEAR, THE PAYMENT SHALL EQUAL ITS

 7    PROPORTIONATE SHARE OF THE AMOUNT REMAINING AND AVAILABLE FOR

 8    THIS PURPOSE AFTER DISTRIBUTIONS ARE MADE UNDER SUBDIVISION (A).

 9    THE PAYMENT UNDER THIS SUBDIVISION FOR EACH CITY, VILLAGE, AND

10    TOWNSHIP SHALL BE DETERMINED BY MULTIPLYING THE AGGREGATE PER

11    CAPITA AMOUNT OF PAYMENTS THE CITY, VILLAGE, OR TOWNSHIP RECEIVED

12    UNDER SECTIONS 12, 13, 14, AND 15 FOR THE IMMEDIATELY PRECEDING

13    JULY 1 TO JUNE 30 PAYMENT PERIOD BY ITS EXCESS INCREASE IN POPU-

14    LATION DETERMINED UNDER SECTION 7.

15         (2) The amount necessary to provide the distribution

16    required by this section is appropriated each fiscal year from

17    the state general fund.
