VETERANS PARK & VIETNAM MEMORIAL - H.B. 6091 (S-1): FLOOR ANALYSIS

House Bill 6091 (Substitute S-1 as reported)

Sponsor: Representative Randy Richardville

House Committee: Veterans Affairs

Senate Committee: Human Resources, Labor, Senior Citizens and Veterans Affairs

CONTENT

The bill would amend the Michigan Vietnam Veterans Memorial Act to establish the "Veterans Memorial Park" and revise the location of the proposed Vietnam Veterans Memorial.

The Veterans Memorial Park would consist of a 2.5-acre parcel of land in Lansing. The western boundary would be the eastern right-of way of Butler Street and the southern boundary would be the northern right-of-way of Allegan Street. The bill includes a more specific legal description of the parcel.

The Act requires that the Vietnam Veterans Memorial monument be located in Lansing on a State-owned site of not more than one acre that is directly west of the peak of the Capitol dome and is located midway between Allegan Street and Ottawa Street. The Act includes a more specific legal description of the parcel.

The bill specifies, instead, that the memorial monument would have to be located within the proposed Veterans Memorial Park on a one-acre parcel of State-owned land. The western line of the parcel would be 41.71 feet east of and parallel with the eastern right-of-way of Butler Street and the northern line of the parcel would be 30 feet north of and parallel with the centerline of Michigan Avenue. The actual structure of the memorial monument could not be closer than 15.625 feet south of the center axis. The bill includes a more specific legal description of the parcel.
