FORGED DISABLED PARKING PERMITS - H.B. 4317: FLOOR ANALYSIS

CONTENT
The bill would amend the Michigan Vehicle Code to establish a minimum $250 fine for copying or forging a certificate of identification, windshield placard, or free parking sticker, or selling a copied or forged certificate, placard, or sticker, issued to assist in the transportation of a disabled person. The bill would take effect October 1, 1999.
Currently, a person is a guilty of a misdemeanor punishable by a maximum fine of $500 and/or imprisonment for up to 30 days for certain violations involving a certificate of identification, windshield placard, or free parking sticker, including copying or forging one of these documents or selling a forged document.

FISCAL IMPACT
The bill would produce increased revenue from fines. However, since the number of people who would be fined is unknown, the fiscal impact of this bill is indeterminate.
