CONTENT
The bill amended the L.E.I.N Policy Council Act to require that the policy and rules established by the council authorize a public or private school superintendent, principal, or assistant principal to receive vehicle registration information, of a vehicle within 1,000 feet of school property, obtained through the Law Enforcement Information Network (LEIN) by a law enforcement agency.

BACKGROUND
The Law Enforcement Information Network is a computer-based repository of data provided by the Michigan State Police with local, county, state, and Federal agencies' supplying information on stolen property and vehicles, wanted and missing persons/children, criminal history, gun registration files, data communications, and a uniform crime report. It is linked to the Federal Bureau of Investigation, the National Crime Information Center in Washington, D.C., the Michigan Secretary of State, the Michigan Department of Corrections, other states and Canada.
The L.E.I.N. Policy Council Act provides for the creation of a law enforcement information network policy council, which is required to establish policy and promulgate rules regarding the operational procedures that agencies are to follow when using LEIN. The Act requires that the policy and rules ensure access to locator information obtained through LEIN by State and Federal agencies and the Friend of the Court for enforcement of child support programs, and to information of an individual being investigated by a State or county employee who is enforcing the State's child protection laws or rules. Public Act 459 of 1998 amended the Act to authorize a fire chief of an organized fire department, or his or her designee, to request and receive information obtained through LEIN by a law enforcement agency for the following purposes: a preemployment criminal convictions history, a preemployment driving record, and vehicle registration information for vehicles involved in a fire or hazardous materials incident.
