A SUMMARY OF HOUSE JOINT RESOLUTION D AS INTRODUCED 1-28-99


The joint resolution would amend the state constitution create a part-time legislature.


More specifically, the joint resolution would propose an amendment to Article IV, Section 13 of the state constitution to limit the legislature to meeting for not more than 90 consecutive days each year beginning in the year 2001. The joint resolution would exempt the legislature from this limit when it was called to convene on extraordinary occasions, which could be done only by the unanimous consent of the majority and minority leaders of each house of the legislature.


The amendment would be submitted to a vote of the electorate.
