A SUMMARY OF HOUSE BILL 5862 AS INTRODUCED 5-30-00

House Bill 5862 would amend the Michigan Vehicle Code to prohibit a person from operating a motor vehicle on the public highways of this state, or in another place open to the general public including an area designated for the parking of vehicles, while using a handheld cellular telephone that prevents the person from having both hands on the steering wheel of the vehicle.

The bill specifies that a person who violated this section of the code would be responsible for a civil infraction.
