A SUMMARY OF HOUSE BILL 5643 AS INTRODUCED 4-18-00


House Bill 5643 would amend the State School Aid Act to allow a school district to count, as student instruction time, the time spent by teachers in parent-teacher conferences, up to a maximum of three hours each school year.


Under current law, not later than April 15 of each fiscal year, the board of a school district must certify to the Department of Education the planned number of days and hours of pupil instruction for the school year ending in that fiscal year. If a district does not meet the minimum number of hours or days, the district forfeits a portion of its school aid payment. The law also specifies guidelines that districts must follow to calculate instructional time, and it requires the districts to maintain records to substantiate compliance. The guidelines address minimum required hours of instruction (excluding study halls), tutorial activity, full-time equivalent students, travel time between instructional sites, and waivers. House Bill 5643 would add a provision to these guidelines that would permit a district to count up to three hours of parent-teacher conference time as instructional time during the school year.
