A REVISED SUMMARY OF HOUSE BILL 5428 AS INTRODUCED 2-22-00


House Bill 5428 would amend the Revised School Code to require that the board of education in a school district, or the board of directors of a public school academy (more customarily called a charter school), ensure that the minimum number of hours of pupil instruction for kindergarten students in a school year would be 520.5 hours.


Under current law, the board of education in a school district, or the board of directors of a public school academy, must set the minimum number of days and hours of pupil instruction per year, in order to receive full state school aid. The law specifies that the days and hours of instruction must increase between now and the 2006-2007 school year when the total number of days must equal 190 and the total hours 1,140. (During the current 1999-2000 school year the number of days is 183 and the total number of hours is 1,098.) Current law does not set a minimum number of days or hours for kindergarten students (however, instructional time guidelines developed by the Michigan Department of Education Office of Administrative Services sets the schedule of instructional days and hours for kindergarten).
