A SUMMARY OF HOUSE BILL 5309 AS INTRODUCED 2-8-00
The bill would add a new section to the Michigan Election Law to allow the consolidation of city, ward, township, or village election precincts if (a) there are at least three election precincts in the city, ward, township, or village; and (b) a city, ward, township, or village election were uncontested because the number of candidates for an elective office were equal to or less than the total number of candidates to be elected. Consolidation would be allowed for that election only, and would be done by resolution of the election commissioners. A consolidation of election precincts made under the bill could not be made less than 120 days before a primary, general, or special election.
If a declaration of intent to be a write-in candidate for elective office were filed after a consolidation resolution had been passed, that election would be considered to be an uncontested election under the bill.
If a city, ward, township, or village consolidated election precincts, the election commissioners or other designated election officials would have to both post notices at the polling places and provide affected registered electors ("by mail or other method designed to provide actual notice") notice of the consolidation of election precincts for that election as well as notice of the polling place locations for the election precinct(s) for that election.
