A SUMMARY OF HOUSE BILL 4678 AS INTRODUCED 5-13-99
House Bill 4678 would amend the law concerning the election and duties of township officers to require that, in some instances, electors vote on annexation proposals. Specifically, the bill specifies that territory in a township with a population of 3,000 or more as shown by the last federal decennial census (or another federal or state census), and with a state equalized valuation (SEV) of $25,000,000 or more, could not be annexed by any city, village, township, or charter township, unless the question of the annexation had been voted upon both by the voters in the territory proposed, and in the balance of each affected jurisdiction, all voting independently. Under the bill, if a vote were required, the annexation would be considered defeated if a majority of the electors voting in any of the jurisdictions voted against the annexation.
