A SUMMARY OF HOUSE BILL 4674 AS INTRODUCED 5-13-99


Under the Charter Township Act, a village having a population of 4,200 or more cannot be annexed to a contiguous unit of government unless a majority of the qualified and registered electors residing in the village vote in favor of the annexation. House Bill 4674 would amend the Charter Township Act to specify that territory in a charter township with a population of 3,000 or more (as shown by the last federal decennial census or a subsequent census), or with a state equalized valuation of $25,000,000 or more, could not be annexed unless the question of the annexation had been voted on by the voters in the territory proposed for annexation, and the balance of each charter township, township, city, or village affected by the annexation, all voting independently. Under the bill, the annexation would be considered defeated if a majority of the voters in any of the jurisdictions voted against the annexation.
