A SUMMARY OF HOUSE BILL 4673 AS INTRODUCED 5-13-99


House Bill 4673 would amend the Revised School Code to allow a school district to borrow money and issue notes or bonds to defray all or part of the costs of upgrades to operating system or application software, if that software is customized application software purchased within one year of the initial purchase of hardware and communication devices. The bill also would allow training, consulting, maintenance, service contracts, software upgrades, troubleshooting, or software support if they were included in the initial purchase of hardware and communication devices. Currently, school districts are prohibited from borrowing money and issuing notes or bonds for these purposes. In addition, House Bill 4673 would expand the definition of "technology" to mean operating system software or customized application software, or both, purchased within one year of the initial purchase of hardware and communication devices.
